intended to help homeless veterans allegedly milked them instead And the state says it has no money to stop the battleship USS Massachusetts from turning into a rust bucket This Veterans Day it's tough being a vet in Massachusetts The problems relate one way or another to money in a state facing a projected $730 million budget deficit "They say Veterans Day is to really honor the veterans and the deceased veterans” said Mark Kelley 66 who served as an Army staff sergeant in World War II and now lives at the Chelsea Soldiers Home But he added “what they're doing to us here is not even in the ballpark of the word 'hon- or'” State figures estimate Massachusetts is home to 666000 military veterans including 170000 from the Vietnam War era 121000 who served during the War 259000 from World War II and about 3000 Korean who served in World War I About 500 of them live at the state home for wartime veterans which opened in 1882 and is be lieved to be the first such institution in the country Since July Gov Michael Dukakis' administration has announced $1435000 in cuts from the home's $164 million budget but the legislature has moved to restore the money The budget reduction threatens the home with severe cutin its medical backs Jan services and some residents read this as an omen that it will be shut down altogether said Kelley who heads the residents’ 1 council Kelley moved to the home in 1985 when two heart attacks compelled his retirement at age 62 “My feeling is the same as practically every other veteran in the place” he said “We do not have anywhere to go if they close this home” Similar budget cuts are threatened for the Soldiers Home in Holyoke and its 262 residents Another casualty of the mon- ey shortage is the USS Massachusetts berthed in Fall River and operated as a state memorial by a private charitable committee The World War II battleship was to be towed to Boston this weekend for $6 million in repairs but the project illness not disclosed
