Show -- llTTt 8A Standard-Examine- Monday January 4 1SS3 r MLY?AI TrCvodT Small town to reconsider vote against Constitution CORNWALL Conn (AP) — Town meetings in New England are usually dominated by debate over money matters but residents here will take up a weightier topic when they convene Friday: whether to repudiate a vote and ratify the US Constitution Matthew Patterson the only Cornwall delegate present at Connecticut’s ratification convention in Hartford in 1788 voted against the Constitution drafted the summer before in Philadelphia The town’s second delegate Edward Rogers was absent perhaps because of illness “We thought we should try to rectify that” First Selectman Richard Dakin said last week “We’ve lived with the Constitution for about 200 years and we thought it was about time to say it was all right” The delegation from Cornwall a town of 1400 residents tucked in Connecticut’s northwest hills wasn’t alone in regarding the new ld It’s unclear how Patterson and Rogers were chosen to represent Constitution with suspicion according to town historian Michael Gannett The vote on whether Connecticut should ratify the Constitution was 128-4- 0 meaning that nearly a quarter of the delegates voted “nay" he said Five delegates were absent or abstained “The Constitution was a controversial document” said Gannett who proposed the special town meeting as a way to celebrate the 200th anniversary of the vote that made Connecticut the fifth THE FAMILY CIRCUS by Bil Keane to state ratify the Constitution “It provided for a strong executive” he said “We had just gotten rid of a king People were a little suspicious of electing a chief executive who would hold office for a fixed term” But Gannett a retired foreign service officer speculated that the 40 delegates who voted “no” were mostly “reluctant to see the states cede so much of their sovereignty to a central government” Cornwall which had slightly more residents in those days than it does now Both men were farmers and served in the state legislature Both were soldiers during the Revolution War and were captured by the British They were released in a prisoner swap after the Battle of New York Gannett said Patterson was 55 at the time of the convention Rogers 10 years older Gannett discovered that Cornwall’s delegate voted against the constitution several years ago while combing through early copd ies of the Weekly Advertiser newspaper for clues as to when Cornwall’s covered bridge was built Only registered voters will be allowed to vote Friday on the resolution which will ask whether Cornwall should endorse Connecticut’s ratification of the Constitution 200 years ago TrAv Y0 J FCRT-NC- E ChRSTWAS CAR?
