chancellor of the board ot of regents is very complete and shows the past two years to have been very successful the total number of students registered for the years having been coming from all parts of the state the financial affairs of the Uni university verai ty are far from froda satisfactory and much that hike has been gained will be lost and the progress of the university serious ly impeded unless some better plan tor for maintenance can be devised the appropriation of for the past years year seems to have been inadequate and the fi social difficulties bave been aggravated by the nonpayment non payment bif f warrants drawn for appropriations A warrant drawn for the be last quarter of 1893 bee bae not yet been paid so that the real value of the warrant con eldering dering Bi years as ae none of them have been paid but are used as collateral cul lateral security upon which to borrow money to reduce the interest the land fund belonging to the university bag baa been deposited the overdraft at I 1 he banks bank on maintenance account re be ferring to the enforced use of this fund the chancellor slid and board of regents have this to say this has deprived the university of interest on the land fund but this bis use of that lund fund has baa stopped interest at a higher rate than could be obtained on a long sate investment ot of ane fund and as we are
