Members of the committee are Harold E. Ellison, Layton, president of the Layton town board and the association; Thomas East, Ogden commissioner; Alton P. Rose mayor of Farmington; Elmer Carver. president of the Plain City town board; V. B. Waddoups, mayor of Bountiful, and Alma L. Ellis, president of the Riverdale town board. Will Prepare Report, The committee was directed to prepare a report within 30 days for taking the next step in dealing with the U.S. Bureau of Reclamation. . The meeting was called by Mr. i Ellison to hear a report from eton, Salt Lake City consulting engineer, who has been preparing a report on the water needs of the two counties and ways and means of meeting these needs. All available local water supplies are fully appropiated, according to his report, and any further growth in the two counties must be preceded by obtaining additional supplies of water. The only possibility is the developement of the program for conserving flood river watersheds. Seek Federal Aid The cost for this would be hibitive pro- for the municipalities working separtely. Therefore the association was formed to apply for assistance from the Bureau of Reclamation in constructing the necessary reservoirs and main canals. Mr. Templetone report recommended that a water conservancy district be organized to deal with the govenment. Such a district would be able to issue bonds for building secondary aqueducts to cany both irrigation and culinary water, as well as construct a purification plant for culinary water. Davis county has sufficient natural resources to support a large industrial growth in the immediate future if additional water could be obtained, Mr. Templetons report continued. Development Program The water development program for the Weber and Ogden rivers, if carried out, would provide sufficient water supplies to take care of the growth of the two counties for many years to come, according to Mr. Templetons report The work could be done by degrees after the first major steps were taken. Mr. Ellison in opening the meeting stated that municipalities in the two counties are being faced With the necessity of raising water rates in some places as high as He recommended that the cities and towns should take steps so that this could be done simul- 50. taneously.
