Ephraim City Minutes j; The appointment of Kerry Steck as Ephraim City police officer was approved by the Ephraim City council at the meeting held Wednesday, Decern- ber 16. : Demont Thompson, Ephraim Chief of Police, requested that the council . consider the updating of street signs in the city. He explained that several street signs have become outdated due to changes in the city layout and that there are also areas where street signs are needed but have not been erected. Mayor Halbert K. Jensen requested that Police Chief Thompson draw up a written plan of proposed changes and I additions to the present street signing system. This plan can then be reviewed and considered for official action by the ! council at the next council meeting. Chief Thompson agreed to follow the i recommendation. Mr. and Mrs. Tom Willardsen were present to request that the council ! . consider changing the route of a short ! ; section of roadway in the southeast . section of the city in order to allow for better utilization of the property through which the roadway runs, which property is owned by Mr. and Mrs. Willardsen. . The council agreed to inspect the property and roadway before making a definite decision on the matter. Surplus property representative The council considered a resolution designating a representative to transfer and secure surplus federal property ' through the Utah State Agency for ' Surplus Property. The council requested ; that City Recorder Arlene DeLeeuw ; continue to act as representative as she Jias done in the past. Mrs. DeLeeuw jj agreed to continue in this capacity. : -- I EMT trainees (ought Councilwoman Gwen J. McGarry reported to the council that an EMT Training Class will begin at Snow College beginning the second week in January. We have several volunteers who will begin training at this time," asserted Mrs. McGarry. However, we need more volunteers from Ephraim to replace some of the already trained and functioning EMTs whom we are losing in the near future," she said. The EMTs along with the ambulance service have provided invaluable service to the citizens in this area. Many lives have been saved and serious tragedies averted through the prompt and skilled response of these volunteers. If we are to continue with this vital service to the community," stressed Mrs. McGarry, "We must have a full corps of trained and competent EMTs to respond to emergency situations." Persons who are interested in taking the EMT training will receive tuition paid in full by Ephraim City. All those who would like to respond to this urgent invitation are requested to contact Gwen J. McGarry or Mrs. Jerry (Darlene) Anderson. New firemen Councilman Roy Reid advised the council of the recent appointment of five new volunteers to the Ephraim Fire Department. New firemen include Randy Larsen, LaMar Barton, Allen Keisel, Glen Foote and Frank Hallman. Project accepted A Don report by councilman Thompson indicated that the 1978 Special Improvement Project on city streets has been completed. Mr. Thompson made the motion that , the project be closed out at a cost of Board appointed of Equalization was the council composed of by appointed Mayor Halbert K. Jensen, Roy Reid and Don Thompson. The board will answer questions regarding assessments on the following dates: Tuesday, January 12, at 5 p.m.; Wednesday, January 13, at 6 p.m.; and Thursday, January 14, at 7 p.m. Willard Smith of Tebbs, Smith and Associates, auditing firm of Salt Lake City, met with the council to review the 1981 Ephraim City Audit Report. Mr. Smith commended the council for resolving the budget within the amount alloted for expenses. He also answered questions and advised the council concerning the drawing up of the 1982 budget. The council unanimously approved the motion to delegate Tebbs, Smith and Associates to set up property and equipment records for the city. Committees discussed Gwen J. McGarry requested that the council consider names of people to serve on the Ephraim Cultural Enrichment Committee. The new members will replace Ardith Peterson, who has finished her term as committee member. Mrs. McGarry noted that the Bookmobile, which has for several years made regular stops in Ephraim, will be discontinued in this city in the near future, due to a cut in funds available for the service. The need for maintenance of the location was scales at the Rodeo-Aren- a discussed by the council. Roy Reid proposed names for a new member to be appointed to the Council A Board on Aging. A brief report on the progress being made on the proposed Senior Citizen Center was made by Roy Reid. Will act on delinquent accounts Councilman Keith Keisel brought to the attention of the council the problems encountered by the city in collecting payment of defaulted utility bills. Mayor Jensen volunteered to draw up a proposal of action to handle the problem. The council agreed to discuss the proposal at the next council meeting. Dog problem Richard A. Nielson appeared before the council to request enforcement of city ordinances in regard to stray dogs. Mr. Nielson reported that dogs had attacked his sheep the previous evening, killing one animal and injuring four others. Mayor Jensen agreed to act on the problem. The mayor and council were advised of the Ephraim City employees Christmas party to be held Friday, December 18, at 4 p.m. A welcome was extended to Robert Aycock and Craig Dodds, local Boy Scouts, who were sitting in on the council meeting in order to meet requirements for a scout merit badge. A special welcome was also expressed to Hilmer Peterson, recently elected councilman, who will assume, in January, the council post of Don Thompson, retiring city councilman. The mayor and council expressed to Mr. Thompson their appreciation for his dedication and conscientious service during his term of office. Mr. Thompson responded with an assertion that he, "felt it an honor to have had the privilege of serving the citizens of this fine community. The council voted unanimously to pay all properly signed bills.
