Commissioner Donaldson observed that from the dates on the clearances, it appeared that Mr. Payton had hurried to proceed to obtain clearances after he became aware that the county had imposed a moratorium on trailer parks. The commissioners noted that the moratorium was not a permanent type ban on development, but simply a method of allowing the County Planning Commission necessary time to organize and set up guidelines for such facilities within the county. "To say, You have our blessings, go ahead, (with development of the trailer park) would be a mistake," County attorney Paul Frischknecht advised the Commissioners. To Mr. Payton he added. "If you proceed, proceed at your own risk." Mr. Payton told the Commissioners he attempted to obtain an appointment to discuss development of the park with them in April, but was advised by the office of the County Clerk that he could not obtain an appointment.
