Kennedy faced down the Soviet Union over missiles in Cuba. It was the pinnacle of our military might, relative to the rest of the world, demonstrated quietly but firmly. The Soviets learned a lesson there is no substitute for military superiority, in numbers, quality and deployment. In Cuba, 1962, they had only the last of these factors, and a lot of ground had to be gained to achieve parity with the U.S. in the early 1970s. Since then we have suffered defeats in Angola, Ethiopia, Cambodia, South Yemen, Afganistan, Iran, Nicaragua. Every one of these losses for America and the Free World were actively supported andor instigated by the Soviets. Now we learn the Soviets have installed a combat brigade in Cuba, ready for quick deployment at any Central or South American sore spot. They are even training revolutionaries in terrorist practices to do the dirty work for them ! President Carter apparently has no coherent foreign policy. His idea to halt Soviet aggression in our hemisphere is to appoint a committee of Washington lawyers to study the problem. Since President James Monroe proclaimed it more than 1 50 years ago, the Monroe Doctrine has been the centerpiece of our foreign policy in the Americas. These Soviet combat troops in Cuba today, like the missiles in 1962, are a clear, outrageous violation of the Monroe Doctrine. I have called for a blockade of Cuba or other similarly firm response to the Soviets. The vacuum in American leadership must be filled. We can no longer afford to continue the drift and decline from our preeminent position as the world's most powerful and respected nation. Committees are no substitute for presidential leadership when a direct threat to America like the Soviet brigade confronts us. A blockade need not be a purely (or primarily) military act. We could stop grain shipments to Russia, halt the export of technology to aid the Soviet military-industricomplex, cut our contribution to the Soviet-aidin- g World Bank, or restrict all shipping to Cuba. The Monroe Doctrine only becomes a dead letter when a president refuses to uphold it.
