Show Meat Market 'PDctiii if mm Shur Is Expensive and independent businessmen are being driven to distraction over the never ending blizzard of paper work and regulation that is coming out of Washington. D.C. The problem is so pervasive that it is actually forcing some businessmen to close their doors to seek employment from a larger competitor, or in a new field. This isnt just happening to the little, sometimes insignificant, companies that provide a service that can be purchased anywhere in town. Doors are now closing on some of the services that are absolutely necessary for our existence. One industry severely affected is health care. Several years ago. Congress passed a law giving the Department of Health, Education and Welfare the authority to develop a uniform system of accounting for hospitals so the federal government could keep dose tabs on the services and costs of health care in hospitals. With the increased proficiency of hospitals, the highly sophisticated services, the well trained staffs and the attendant successes that have put people back on their feet, has also some increased costs. Well, this year HEW finished its work and has published a 5 inch thick book of new regulations for hospitals. The bask purpose of this program of course, is to tell you that it is expensive to save your life and return you to good health. Utah hospitals estimate it will coat a minimum of 138,000 per facility to put this System for Hospital Uniform Reporting (SHUR) into practice, and an additional $54,000 per year to keep the fed.s supplied with properly completed paperwork. H these costs Congressman Douglas Bereuter of Nebraska has introduced an amendment to the Health Planning Amendments 1979 for (appropriations for health) which would not allow HEW to implement the SHUR program for another year. Utah Senator Orrin Hatch is supporting the amendment in a Conference Committee that will decide if this extra expense should be added. At the same time Congress is trying to force hospitals to hold their increased costs from increased efficiency to a minimum.
