Show The ? Utah Humane Society gets national honor By JANICE HUBBARD Ive dreamed of going off by myself and driving across the United States just me and a friend for more than 20 years. Well, two weeks ago, my daughter and I headed out toward Kansas. Our destination was Wichita. I planned a journey steeped in nostalgia. I told Suzanne Id show her the house I was bom in, the church my Grandfather had helped to build, the first school I attended and on and on. She was kind enough to pretend to be interested. The morning of our departure dawned. My first warning that this was not going to be my dream trip came when every, every single road, heading out of Salt Lake City was either snowpacked, had black ice or sleeting conditions. I called a cousin in Kansas to say we werent coming, but she convinced me the weather there was delightful. We set off on our little 1 100 mile jaunt. We stopped for bologna and bread and along with plain dry bread, ate this as sandwiches for breakfast, little realizing they were to be our lunch, our supper, and our breakfast the following day. All went reasonably well until our second day out. The car read hot. We were about two miles outside of Oakley, Kansas, population 1700. We stopped at a service station and were told that we needed a thermostat and a new head gasket. They drove us into town(?), deposited us in the only motel and returned to sud-dent- ly then-shop- . Here we were in a town whose only cafe closed at 8:00 p.m. and that didnt have any type of diet Coke on the menu. I tried to buy a paperback book and no one in town sold them. Honest! You could buy magazines, but not books. Our Lady Of Lourdes Church -- 250-696- drops rates In an effort to dispel uncertainty, restore public and regulatory confidence and move decisively into the future, Utah Power & Light Co. will reduce its Utah retail rates by $60 million over seven years. The refund draws to a conclusion an investigation by the state Division of Public Utilities that examined allegations of inefficiency in past operations of company coal mines. A stipulation presented to the Public Service Commission contains provisions for the reduction and other reg- ulatory concerns. The Division of Public Utilities and other parties have agreed that the stipulation resolves the concerns raised by the Division last November when it recommended a $103 million ratepayer refund. When the states of Idaho and Wyoming and wholesale custhe federally-regulate- d tomers of UP&L arc considered, the refund, with interest, could have amounted to $147 million. Beginning in 1987, Utah customer bills will be reduced by a company credit to the Energy Balancing Account. The first phase of the reduction will take effect in April. The effect of the reduction on individual customers will be accurately determined at that time. This reduction will result in a onetime charge to 1986 expenses. UP&L anticipates that similar rate reductions totaling $25.7 million will be made in Idaho and Wyoming and to wholesale customfederally-regulate- d ers. The Idaho Public Utilities Commission has indicated that it will approve a similar reduction. The charge against 1986 expenses will reduce 1986 earnings by $43.7 million after taxes, or 78 cents to $1.48 per share. These charges will not affect the payment of the dividend of 58 cents per share, payable April 1. UP&L officials said that lengthy regulatory proceedings arising from the Divisions refund recommendation would cast a cloud of uncertainty over the companys direction. To eliminate that uncertainty, the company moved to resolve the controversy and set its sights firmly on the future. Company officials said they also reshope that the rate reduction will tore public and regulatory confidence in the utility. Last November, following a long investigation, the Division of Public Utilities released a report that was highly critical of UP&L Coal operations between 1979 and 1986 the period that Emery Mining Corporation operated the mines under contract. The Board disagrees with the Divisions assessment of the size of any problems, but nevertheless feels that a rate reduction is an appropriate way to ' ' 16, 1987 Utah is one of 49 agencies participating in the Standards of Excellence five star program. Alice was bom April 28, 1907 to Rupert E. Lee and Sarah McGuire in Murray. She was the eldest of six children. Her school years were spent in Arizona, New Mexico and California where she graduated from high school. Her father either taught or attended school in these places until he finished his own education. 2-- She worked in California as a typesetter one year before returning to Provo in 1926. She married Arthur Morris Barney in 1927. They later divorced. The Depression years were difficult as she had a small child to raise. She worked as a butter wrapper in the State Hospital. In July 1936 Alice married Lawrence Murphy in the Manti Temple. They went to the Uinta Basin where she spent her honeymoon setting up a home that already had three children in it. In 1946 Lawrence and Alice moved to California. They returned to Utah in 1963 and have lived in Magna since that time. She loves her church and is still as active as her age and health allows her to be. She raised six children and is a good example to all. She has 2 1 grandchildren and 26 -- close the case. As part of the stipulation, UP&L took steps to improve future relations with state regulators by agreeing that: major service and supply contracts will be competitively bid, consistent with detailed UP&L bidding policies. The bidding policies will be submitted to the Public Service Commission for approval. -- UP&L and the Division of Public Utilities will choose a UP&L-fundc- d consultant to make recommendations on mine productivity and assist die Division with regulatory oversight for up to two years. -- UP&L will include the Division in an ongoing examination of future options for meeting UP&Ls fuel needs. -- UP&L will strive to improve relations with regulators by giving them greater access to company information, and by reviewing company goals and objectives with the regulators on a regular basis. Utah Power officials are optimistic that they can forge a cooperative relationship with regulators that will benefit the companys customers and shareholders. The company believes that the future of UP&Ls coal mining operation also is bright. The company now manages its mines directly and many of the concerns outlined in the Divisions report already have been resolved.
