This has caused much hard feeling and has upset many a persons vacation plans when they arrive in a park like Canyonlands and find they can not use the machines. Often they were given erroneous information Dy a dealer or even by another agency that may allow ATV use on certain areas under their jurisdiction. The best way to insure people dont run into these problems is to check with the specific land management office where one plans to use them. The reasons for prohibiting off road driving and unlicensed vehicles in parks relate to both the protection of the land and to the rights of others. Vehicles operating off established roads cause enormous damage to soils and vegetation. Visual scars remain for years as a constant reminder that we have the ability to destroy the things we love. An appreciation of our responsibility and the education to use our machines wisely is not furnished automatically when one purchases an off highway vehicle. The many thousands of people who want to see a natural area without the scars of vehicles also have a right to find places in our country that meet their expectations. The National Parks arc meeting both the needs of these prospective visitors and the quality and character of resource preservation demanded by Congress by prohibiting off road vehicle use. This is particularly true in Park units where the majority of the park is proposed or designated as wilderness. There arc also many thousands of people who enjoy quiet and solitude, people who have had their fill of traffic and noise every day and seek refuge from what we call modern civilization. The National Parks have been set aside for this scope there arc many activities which are incompatible with parks. One of the most pressing problems nationally and in the parks of Southern Utah like Arches and Canyon lands is off road driving by everything from mountain bikes to Winnebagos. The mountain bike, the heavy duty version of the bicycle designed for trails and dirt roads, is a newcomer to mechanized recreation. Unfortunately, all too frequently, bike tracks can be seen cutting through fragile soils and across soft places where the tracks will be visible for years. Although some agencies allow mountain bikes on hiking trails, the National Park Service docs not, although they are allowed on The changes in regulations covering use by ATVs, dirt bikes and similar vehicles proposed in the last session of the State Legislature may have people confused about where these machines can be used leg- of use off highway ally. Jim Brady, Acting Superintendent Arches National Parks and Natural Bridges National Monument, advises prospective operators to check local regulations and to avoid the National Parks which are closed to off road use and to vehicles which are not registered for highway of Canyonlands and use. According to Brady, a variety of federal and state agencies offer areas for the whole range of outdoor use. Individuals have the responsibility of checking with the agency managing the land to learn the local laws; to plan for the dos and dont that can go a long way to insure a pleasant outing. National Park Service areas have been mandated by Congress to be preserved in their natural condition as examples of America without the influence of modem man. These are examples of the country which attracted the pioneers and now attract their descendants for the purpose of renewing our traditonal closeness with the natural and cultural worlds. Congress also intended for people to use and enjoy the parks as long as this use is compatible with the preservation of the natural environment. Carefully planned roads, trails and campgrounds accomplish this delicate balance of preservation and use. Because National dirt roads. Four wheel drive vehicles have long been a problem when driven by persons who cither dont respect nature or have not bothered to learn local regulations. Thanks to public education and-thmajority of responsible four wheel driver users who really do make an effort to set a good example, instances of off road use by four wheel drive are e decreasing. Currently the newest and by far the greatest instances of off road use in National Park units is from people operating dirt bikes and all terrain vehicles. These machines arc designed to be used where there is no road and are sometimes advertised by dealers for that purpose. Since ATVs at present are not licensed for legal use on a public road, and they may not be used off the roads in a National Park, the ATV Na-tion- al set Trail rid and natural and cultural history will be given during the trip. Motorcyclists will camp out and eat meals along the trail. Participants must provide' their own motorcycle, camping gear, and food. Guides, emergency communications, and upport vehicles will be provided by the Utah Division of Parks.and Recreation. Registration fee for the ride is $25 per person (which includes a souvenir The ride is limited to 100 participants. To meet the needs of people wishing to use dirt bikes, ATVs, and similar areas have been set equipment,-certai- n aside, usually on public lands other than the National Parks. People looking for this type of activity should seek out these places which allow the use of motorized off highway equiptment that is not licensed for highway use. Conversely, people wishing to avoid conflicts with these activities need to seek out those areas which do not allow such use. Laws governing the use of vehicles commonly called ORVs or off road vehicles is changing to meet the new demands and changings technology. The best way to insure happy experi-'encc- s rather than conflict and frustration is to stay abreast of developments and always check on local regulations. The Utah State Parks under the Division of Natural Resources for the State of Utah administers the program dealing with ORVs in the State. People may contact any of their offices for the latest state requirements. Local regulations and closures may vary from area to area and everyone is encouraged to check with local offices of the various land managing agencies before doing any off road driving or using any vehicle that is not registered for highway use. Responsible use and cooperation with the land managers will prove to be the most effective method of gaining acceptance and providing designated areas to use off highway vehicles.
