In a rich, prosperous nation like the United States, there should be, and probably is, a greater demand for paid TV than experimenters or the FCC realize. Many TV viewers have been lost because of poor programming and incessant commercials. Broadcasters claim pay TV would destroy free TV, and rob the poor man of his pleasure. There is one difference. The airways are public property, not the private property of a few broadcasters. It should be possible for pay TV to be developed and thus give much of the unused talent of artists a new outlet. Except for four major American cities, the living theater is and many are out of work because of a lack of opportunities. Information that there have been failures by the Soviets came from George L. Simpson Jr., assistant administrator of the National Aeronautics and Space Administration, who said the information was classified."
