mccornick bank building on main street was full of holes and an unqualified failure and demanded relief committee on streets R M jones and others asked that the license imposed ed on contracting electricians be abolished committee on license susan asked for for alleged damages sustained by falling on the sidewalk on west fourth south street committee on claims E F sells and others asked that twelfth and thirteenth east streets be graded Commit committee teson on streets N T and other owners of property on back or green street sent in a communication in which they refused to accept a refund of money paid for extension of wa termaine alne filed james gibson and others asked for an electric light at the corner of first south and eighth west streets committee on improvements their claims if the result shall be unsatisfactory the company offers to pay the expenses of the trip if satis satisfactory factory the city shall bear the expenses connected with making the trip joint city and county building committee B N pratt asked for a quit claim deed to certain property committee on public grounds A NEW POLICEMAN the mayor sent in ina a communication in which he announced the appointment of joseph leavitt as a policeman committee on police WANTED A CURFEW LAW IF bennett and others asked that the police be empowered by the passage of an ordinance to arrest all boys and girls under the age of 15 years found loiters loitering ug on the streets after 9 30 pm committee on police PROM FROM THE RECORDER the city recorder reported that wa fermai extension no for the extension of water malue on eighth west street with laterals literals late rals on eighth and ninth south gennesee montague and fayette streets had abben published according to law that himself and the city treasurer had employed mr E G holler to attend to the work of special assessments as per former report from the committee on finance mr holler was employed at a salary at the rate of per mouth month FROM CHIEF PAUL chief or of police paul sent seat ii ia a communication muni cation in which he be reported the total number of arrests during the year as of this number 2777 were males and were females of age and under the rhe lost and stolen property footed up of which 68 was recovered the chief called attention to the fact that a pro vision was needed for the handling of young people who remain on the streets late at nights night in the nature of a rather that a cure also to the he need of a horse and buggy baggy by the officers ceris of his department occurring almost daily the chief further reported that he was in receipt of nu berous communications from the heads of police departments in other cit citie leil and recommended that his annual report be printed in order that be might extend courtesies with other oiher cities he also asked to have the rules for the government and discipline of his bie force printed in order that each member may havo have a 8 copy committee on police EXTENDED franchises the city railway company asked that speedy action be taken in the matter of extending their franchises a period of twenty years as asked by them some weeks ago they sub bitted an ordinance covering the same which was referred to the committee on improvements with instructions to report at the next regular meeting of the council NEW PRINTING CONTRACT the committee on enrollment reported that it had entered into an auti amended ended or now new contract with the tribune job printing company and asked that the same name be approved lawson moved that the matter be re committed to the committee to solicit now new bids saying it was anew a new contract and that other firms should again have the privilege of competing for the work rich said he was also in favor of now new bids tut kut did not wish to delay the work evans opposed the in tion to ask for or other bids and after considerable discussion the contract was confirmed loofbourow exonerated the following was read by the recorder and unanimously adopted to the honorable mayor and city council gentlemen we your special committee beg leave to report as follows in the matter of the investigation of the charge preferred against C F loofbourow president of the council by bv his honor the mayor in his communication to the council jan 3 1893 we have had two sessions lasting several hours each during which time a number of witnesses were examined the testimony covering eighty three pages of type writing has been oare full considered and we find that while judge loofbourow through an intimate acquaintance and friendship with the officers of the eagle crematory company did extend favors and courtesies to them in the matter of receiving and forwarding money for them and in going upon their bond to the city with mr bacon and of securing a deposit of money tor lor the purpose of paying for any mp repairs a 1 rs that might be required under their ei r guarantee there is no evidence that he be acted as their attorney or that he received any money for such services the council approved the bond the mayor and the city atto attorney iney both anew knew who the bond was signed by and as they made no objection or intimation that there was any irregularity irregular li y with the bond it was accepted by the coun council il we do not find from evidence that judge loofbourow was in any way employed by mount fc griffin in obtaining the sprinkling contract or received any compensation from them in that connection tn in the matter of the sale of the gas stock judge loofbourow it is on the council records as being opposed jo 0 o the sale of the acock all through the negotiations and at the final voe he voted against the sale we do not find from the evidence that judge loofbourow was employed as an attorney in any way by rhodes bros in the sale hale of or contract contra ot for water pipe or that he received any compensation from them in any way or for anything we find that mr hardy did not assert in open council that the president was so employed but mr hardy did question the propriety of the president being employed as counsel for the city in the parley farley conduit cue case but as the mayor and city attorney did employ judge loofbourow as attorney in that case it was supposed to be right and proper and judge loofbourow so BO declared himself in open council we regret that the mayor did not use more caution in regard to the credibility of his information thereby impossibly avoiding this unpleasant charge and ili investigation vesti gation we recommend that president loofbourow be exonerated by this council of all charges made against him in the mayors communication respectfully submitted M H BEARDSLEY E E RICH H F EVANS we under a suspension of the rules KENDILL KENDALL GETS THERE the question of giving food inspector kendall police power again came up and was the subject abject of warm debate for a quarter of aa hour a ter which mr keddah Ken dahn od petition was granted A CLERK OF committees bell offered the following resolved that there be employed empl employed oled a clerk of COMMIL committee tee whose duty it 8 shall all be to attend all committee meetings and meetings of the boards of equalization and under the direction of the chairman and members of each committee and chairman and members of each board keep a record ot of all mee meeting and report the same to the city council 1 I have thought favorably of that proposition fur for a long time but have lacked the nerve to introduce a resolution or communication complaining of 0 the alleged unlawful and dis ata braceful conduct of policeman R tom m mathews and an officer whom they did not know aney say that the accused forcibly entered williams in spite of being told by their outside watchmen mn that there was no row they further said their rights as american citizens had been infringed upon and they asked that hat an AD example be made of january 1893 TO the president and city council salt lake city utah gentlemen in obedience to the ordinance of the city in such cue case made and provided ded I 1 submit for your considers consider con aton my fl first annual report to which la is a I 1 the reports of the various heads of of departments these re reports p orts are full ful I 1 and comprehensive and show in detail the affairs of the city during the past gar they also contain many pertinent and useful suggestions and recommendations to which I 1 e especially direct your at tnt lon these reports so fully and accurately show how in details what has been done under the present city administration as to relieve me from the necessity ot of dealing extensively with details in my report the treasurers treasur ers report shows shown the cash re of the city for the year ending december 1892 to have been 1267 added to which the cash hand at the above date makes the total of and the disbursements bur to be leaving a balance on hand band january lot 1893 of the auditors report shows the total cash auh disbursements to have been 1152 as which is W 50 more than shown in the treasurers treasur ers report this discrepancy arises aries from the fact that mag warrants for the last amount were issued by the auditor which had not been presented to the treasurer for payment at the time his report was made the same discrepancy y occurs between the respective balances 8 shown by these reports which ailse arises s from the same cause as above stated slated it appears from the auditors report that the amount paid for the services service s of the council la Is by reference to the auditors auditor Ps report under mv predecessor I 1 find that the amount paid to the former admer council for services was a difference ot of by reference to the auditors accounts the ron following owing items are included in the amount paid to the present council to wit for extra meetings held in revising the ordinances 2550 for special meeting than for the vision revision of ordinances making in all that J H was paid id for attending the extra meetings held to revise ravine the ordinances making the total cost to the taxpayers of reading and acting upon these ordinances ordinances 2720 the business ot of the city has increased to such an extent as to require much of the time of councilmen the |
