in ili question it is lit in substance tills this rii 1001 1901 when john P holmgren was representative front from box elder county an effort was made to get a hill bill through embodying the amend mem incorporated in this mis resolution but mr holmgren was successful in having the bill defeated in the house at the next session lion F IV V fishburn was representing the county and the same bill was introduced through being forewarned of its advent sir mr fishburn Fishbu Tn was instrumental in having the bill pig pigeonholed pigeon geon holed in committee but through the work ot of earnest advocates the bill was e traded bioni the files where it w wa as supposed to have died a natural leath death and presented lit in the senate M mr r larson arsen was glien ghen permission to be 1 I f all p ma ni arte i and was rewarded for ills his efforts by liming haing the bill killed in committee thereafter sir larsen was approached in behalf of a modified bill and the result was the passage ot of chap of the session laws of 1903 ell entitled an act providing the mi manner liner of annexing part of the territory of a county to an in adjoining county the enabling clause of this act reads read I 1 SECTION I 1 Proceed ure of 0 annexation n e aaion whenever a majority oc the legal hotels of any portion gorlion of auy any c county ot of this state in number equal to a majority of the otes cast at the prece proceeding eding general election nathin Vilt liin said portion ot of said county desire to have the territory within which they reside included within the boundaries ri darles of 0 an all adjoining county they may petition to the board ot ct county commissioners ot of the co in which they reside which shall liere hereafter after be referred to as the county from which territory is to be taken as well as to the blaid of county commissioners ot of the county to which they desire to be annexed which shall hereafter ile be referred to as the annexing county such petition must be presented before tile the first monday in june of each year during which tile the general election Is held and the county commissioners must cause the said proposition to be submitted to the legal voters residing in the county front from which territory is to be taken as well as to tile the legal voters oters of the annexing county at the ensuing general election then follows the marner in in point of population entirely at the lie mercy of tile the larger counties weber county especially would lose no birne in annexing by reason of its greater representation lit in tile the legislature tol to enact laws chan changing ing the boundaries of any county the same solicitude is sho shown by representatives of other large counties the power to take at will any desirably desira bli portions of counties oun ties of 0 less population we think that the lesser populated counties should vote down the resolution and preserve all the power they now possess As the law stands at present we have a
