evans and moran the minutes of the previous session were read and approved PETITIONS george ceorge 8 smith and others othera asked for an extension of water mains committee on waterworks water works WANT TO COME IN james moffett and sixty two others asked that the municipal p al boundaries be extended the petition was accompanied by the following resolution Wh whereas eremA A petition has been be annexed to this corporation at an election to be held bold in such territory on thursday the day of october 1892 whether such territory orv shall be annexed to the corporation and aad become a part thereof the to wit commencing at the intersection of fifth eat and roper sree ts thence south ou on said fifth east street to the intersection of eleventh south street thence east on said eleventh by a resolution passed by the local board of underwriters recommending that branch fire departments be established in the municipal precincts where none such exist committee on public works PAUL cents for each dog killed or released on motion the sum of was appropriated to mr Gaile galleazzi azzi DISPOSAL OR ok I 1 THE CITY SEWAGE the recorder tead read thu the following your committee appointed to report recommendations concerning the disposal of the city sewage after careful inspection of the subject are prepared to report wt as follows our present of pipes which are well laid and efficient collects the sewage and conducts it by gravitation inta pump on the banks of the jordan at the foot of fifth south street from where it is pumped through a 12 inch main to a higher elevation about two miles west of the river and there discharged into an open canal and left to take care of itself although no serious consequences have resulted solar through tap twp indifferent method your committee consider it a question of but a short time when this open canal will have become foul to such a degree that its abandonment for this purpose will be necessary when suitable and permanent means of di disposal will have to be substituted the city owns no land at or near the point ot of discharge into thip the canal and objection on the part pan of those who own the ground may at any i lime itne be the cause of great trouble and expense the sump sume is so situated that it cannot be drained by by gravitation and hence the necessity for pumps already the volume of sewage that flows flown into the sump is greater than the present pump p u mp can handle and the excess flows id into to the river this cannot be long permitted without evil results additional pumps amps 1 would prevent this overflow an fn into to the river but would at the same time increase to an equal extent the discharge into tb the 0 canal which is little less objectionable and would also hasten the time when the canal would have to be abandoned the addition of more pumps from time to time would require more pipe capacity for discharging beyond the river az and each of such ad add dilons ions would increase correspondingly the cost of operation and maintenance until the ultimate expenses would become a great burden for these reasons your committee conclude that the present means of disposal is in insufficient to meet existing requirements and that the scheme of disposal I 1 is poorly adapted to serve the future needs need practically all of the area now and perhaps that of nine tenths of the entire city is so situated that the sewerage can be carried off by gravitation and a failure to recognize this fact is we think when the was waa made in planning the present system which contemplates the collection of all the sewage of the city at the present sump and its subsequent elevation and removal from there by means ot of pumps to the canal beyond and involves what seems to us an unreasonable and unnecessary expense it is our oar opinion that instead of allowing this MIR great volume of sewage to flow down iwo in 0 a hole only to 0 o be pumped out again it should be arrested 6 by y the construction of a main intercepting epting sewer newer of eui stil able table size and proper location to insure its disposal by gravitation the sewage from a comparatively parati vely ively small portion of the city which lies lies so eo low as to lo be impossible of disposition by gravitation should be collected into one or more sumps bumps and from them or otherwise elevated into the main niacin interrupting sewer from where it would atwould flow off with that from the higher lands this would the cost coat of pumps and of their operation to the minimum by avo avoiding avol ning ining the expense of pumping any of the sewage which it is possible to dispose ol of by granulation and which the present pump is now almost exclusively engaged in handling at the outfall the city should own sufficient land upon which to utilize the entire ultimate sewage of the city for purposes of lir irrigation A system on the plan suggested would combine the greatest possible economy in transporting and the most efficient means of utilizing our sewage and in view of that something must be done to relieve the present condition and notwithstanding the great original cost that must attend the undertaking your committee are of 0 opinion heath that a proper regard for the beatch and growth of our city and of economy in the end will justify the starting of work on this plan we therefore recommend that the city engineer be instructed to proceed at once with such surveys and other matters matten as may be necessary to determine the extent and cost of the work and submit a report of the same to this council at the earliest possible time having pursued the subject fu further arther since the date of the above we are enabled to add the following after ha having v ing gone over the general route and i satisfied ourselves of its practicability we secured an option on a piece of land that will serve the present require requirements mente and which is most favorably situated situ aed ed and well adapted for a sewage farm and we recommend that the same be purchased at once we also recommend most earnestly the necessity for executing immediately the work contemplated in this report in order to effectually dispose of the constantly increasing sewage of the city HARDY EVANS HEISS DOREMUS beardsley made a strong argument it in favor of the adoption of
