delivered said during the quarter from july to september 1887 inclusive for the purpose of fraudulently increasing his compensation pensa tion as postmaster which said false and fraudulent return is accounts are just and true as I 1 verily believe and furthermore that during the said period I 1 have not knowingly delivered or permitted to be delivered to any person any mail matter t on which the
