registrar ion officer should prepare triplicate lists in alphabetical order for each precinct containing the names of all registered voters one of which list shall be filed in the office of the clerk of the county court on or b before e the first day clay of july one list to be posted up in each precinct at least fifteen days before the day of election at or near the place of election and the other list transmitted b by y him to the judges of election of the several precincts for use at the polls and the oaths of the registered voters immediately after the day of election delivered to the clerk of the probate court of the proper county transferring NAMES OF VOTERS the law authorizes voters removing from one election precinct to another in the same county to appear before the registration officer at any time previous tp to the filing of their lists in the office of the clerk of the county count and have their names erased and they may thereupon have their names registered in the pre to which they may remove NOTICE OF ELECTION AND OBJECTION prior to each election the registration officer of each county shall cause to be written or printed ganotice an which shall designate the office or offices to be tilled filled and stating that the election will commence at designating the place for holding the poll one hour after sunrise and continue until sunset on the thedac day dated at this day of AD registration officer A copy of which should be posted up at least fifteen days before the day of election in the three public places I 1 in 11 the precinct oest calculated to give notice to all voters itis it is the duty of the registration officer to give notice on the lists posted as aforesaid that the deputy registration officer of such precinct will hear bear objections to the right to vote of any person registered until sunset on the fifth day preceding the day of election said objection shall be made by a qualified voter lu ia writing and delivered to said deputy registration officer who shall issue a written notice to the person objected to stating the place day and hour when the objection shall be heard beard the person making objection shall serve or ir cause to be served said notice on the person objected to and shall also make a return of such service to the deputy registration officer before whom the objection is to be heard in the opinion of the utah commission the objections should specify the grounds thereof and should be made separately as to each person objected to y and actual personal service should be proved by the affidavit of the person making the same unless served and return thereof made by an officer authorized by law to serve process and at least three days notice should be given upon the hearing of the cue case it if said officer shall find that the person objected to is not a qualified voter he shall within three days prior to the election transmit a certified list of such buch din disqualified qualified persons penona to the J jud ud of election appointed by the comm slon blon and said judges should strike sui au names from the registry list before ti opening of the polls in view of afa numerous complaints that have beai made with respect to the working oj this provision of the law the com slon sion recommends that when a is made by the registration office striking the name of a continue wit adjournment until completed ach all candidates voted for may be in person or by representative to toor ness said count if any envelope bains two or more ballots of the MUM und kind folded together only one shall ball be counted 4 th the e ca canvass shall commence by the judges who have acted as aa clerks of the election comparing their respective hate bob and ascertaining from said lists the number of votes mt cast the box shall hall then be opened and the ballots therein taken out and counted by the adges and the judges acting as clerks shall each make a list of all tile the persons voted for the presiding judge shall aha then proceed to open the ballots and call off the r names named of the persons voted for and the offices they are intended to nil and the judges acting as clerks shall take an account of the same upon their list and all the ballots shall be ini immediate mediate ly returned to the ballot box and the ballot box shall be locked and securely sealed and the box with the ballots shall hall be preserved by the presiding judge of ele election tion for twenty days day after the result of the election has been declared by the utah commission ion antl and sid ballot box with the ballots shall be forwarded to the commission immediately on being so ao required by the commission if not so 0 o required the ballots shall be destroyed ad by the presiding judge of the election n and the ballot box shall be returned by him to the office of the clerk of the county clerk cera after the canvass shall have been completed the judges of election shall add up and determine the number of votis votes mr case for each person for the several offices which results shall be placed on the lists made by the judges acting as clerks of the election and the judges e commission at salt lake city utah ItE recapitulation CAPITULATION prom from the foregoing it is ig clear that one of the judges must keep the registry ry list lint and write the word cosite the name of each person casting a vote and another judge must write the name of each person voting and opposite to it the number of the vote As an awn as the polls close and aad the lists are compared and the ballots counted ewh each of these judges must make a list of all the persons voted for on this list they must tally the number of votes for each person as they are called off the name of the office boffl ce which the candidate to is intended to nil heing being opposite fils file name and on these two lists the judge must take an account 0 all the ibe votes cast and that account on each tally list must show the entire number of votes cast for each candidate at that poll after the canvass has been completed the judges of election shall add up and determine the number of votes cast for each person for the several offices which result shall be placed on the lists made by the judges acting as clerks of election that is is on the tally lists liste above referred to and the judges shall thereupon certify to the same that is they shall add at the bottom of each of the said tally sheets a certificate to the effect that the foregoing is a true and correct account of the number of votes cast for each candidate tandi bandi date for said office at e said mid poll and all the judges should then sign each of the said certificates an and i date them and should also berti certify fy to the registry list and poll list and forward all the lists that is the registry as list I 1 the poll list aud and the t two wa tally lists which should allagree all agree securely sealed to the secretary of the utah commission at salt lake city utah to the foregoing lists required by law the utah commission have prescribed that an abstract be made setting forth the names of the candidates and number of votes cast for each this requirement required 0 nt 9 should hould be complied with great care should be taken in all the lists an i returns to give the full and exact name of each candidate and the judges should be careful to see that each name is correctly spelled the returns which should go in a sealed envelope to the utah commission consists of the registry list the poll list the two tally lists list sall all duly certified and the abstract required by the commission immediately after the canvass all the ballots must be returned to the ballot box and the box looked locked and securely sealed As the law and the instructions of the commissions are both silent as to the kind of seal to be used we recommend that a paper bearing the signature of each judge of election be so pasted over
