on first east street between second seand and third auth south streets for a period of thirty days granted C W peck asked that lie he be given the privilege to pile building material at 14 north first municipal lawe edward wilkes W likes in behalf of the puget sound dillway company asked for a right of way on the south line of sections 10 and 11 TI S R W committee on streets robert smith et al asaei to have sixth x th west street graded and put in passable condition committee on streets ralph et al asked to have the proposed new reservoir located far enough up the conyon to have water carried with due pressure preE sure to thirteenth street committee on waterworks water works WANT WATER the following petition from C D st george and I 1 ta others was also aleo referred to the committee on water works SALT LAKE CITY march 16 1891 to the lion ilon mayor and city council of salt lake city GENTLEMEN 4 your petitioners petition ers would respectfully represent that they are arc all owners of ofero property erty on the north bench between ninth aint and thirteenth streets that many of them thein purchased ved their holdings from the city over a year ago with the understanding that the mains would be extended to toleat that district without unnecessary delay that some gome time ago they petitioned your honorable body for such extension but on recommendation of your committee on waterworks water works it was not granted we would call attention to the fact as shown in the annual report of the superintendent in of waterworks water works and which to ia well known to your body that a considerable sid erable portion of the twentieth ward pipe line in city creek canyon is composed of wooden pipe which is in a bad state of repair and will soon have to 0 o bo be replaced by iron pipe the suggestion of the superintendent of waterworks water works agid city engineer is that when this is done dolie the line bo be extended up city creek canyon a sufficient distance and connected with a now reservoir this would give sufficient pressure to carry the water to thirteenth street and would furnish a supply for the capitol hill grounds your petitioners petition ers would further represent that oa february your beorn ailt toe tee on waterworks water works made the following recommendation that a new reservoir be located up city creek canyon of one said district and respectfully ask that some action be taken MB COWS AGAIN J B walden et al represented that mr 8 H B of the tenth ward was main tain ing a herd of 58 cows at his bis yard in violation of the city ordinance regulating nui nuisances sauces and asked that the evil be abated forthwith mr critchlow stated that this herd of cows had bad been for months a n nuisance u ilance to the comfort and health of the pe titio ners and that it was tile luty duty of the council to have them rem removed ved without further delay mr eichnor the cows have not been there for months as ae stated as they have been kept outside the city limits until two weeks ago mr smith ha been arrested for the offense and will be arraigned in the police court tomorrow I 1 think it would be well to await the outcome of the trial before proceeding to remove them mr walden I 1 ask that the council instruct the city marshal to remove them immediately mr pembroke the city marshal has nothing to do with the matter whatever it is entirely within the scope amps of the duties of the board of health mr hall I 1 contend that it is the marshal marshals mar s duty and move that he be instructed to abate the evil at once if mr smith repeats the of lense arrest him every day if necessary the motion prevailed PROTEST AGAINST THE REMOVAL OF THE JOINT BUILDING SITE your petitioners petition ers the undersigned undersigner under signed do hereby most respects respectfully tilly and earnestly cotest against the action of your honora g protest le body in attempting to change the location of the proposed city and county building from the corner of first south and first east streets the site where the erection of said building is already commenced to the eighth ward square tho the reasons for our protest are e I 1 that the first named location was wai selected elected as a site for said building after due deliberation and the work of erecting the structure has already commenced thereon that there are no objections thereto except by certain individuals who are actuated solely by motives of personal pera rhonal onal gain in having said site abandoned eo ed 2 we are informed and believe that it is ia the purpose of said parties after the present site is abandoned to enjoin the city from using the eighth ward square tor for the building and thereby throw the whole matter mattek of location open again this will result in endless delay discussion and strife 8 we iffe are informed that the he conveyance from the city to the county limits the use of the present site to the erection of a joint city and county building this it limitation tion if it exists eliat we have been e en informed for b by attorneys will be an insurmountable oun 1 obstacle in the way of making agreement between the city and county providing for the erection of a joint city and county building on washington Square said wilding luil ding to be for the joint use of the city and county official that the pity city shall pay half of the cost of the building which is to be not less than nor more than unless hereafter changed the plans and specifications for the building to lo be obtained by the thi joint committee and approved by the couto ell cil and county court that the city shall deliver to the county a deed of an ua undivided divided one half interest in the block that the county shall sell its undivided one half interest in the site first selected and baythe pay the proceeds to the city fu councilman onoe more it becomes my duty to enter a solemn protest against the proceedings of this council in prostituting its powers by perverting er verti ng the use of our public squares Equa res ff if an attempt is made to ratify the action of the joint committee with reference to the ng seems possible in this city sir acting mayor parsons by the adoption of mr spafford i resolution last friday night bearing on th question we agreed to go to wash washington agton square in a meeting with the county building committee last evening that action was sustained in my opinion we should now stand by what we have done and at least be consistent with ourselves mr pembroke I 1 move for a reconsideration of the action taken friday night and also oner offer the follow following ingreso reso lution whereas it has been asserted in a communication to the council signed b by many prominent business men of tz this city that lerl legal opposition will be made to changing the t 0 site a to of the joint city and county building and against a IV not further farther delay in the think the site of the eighth ward 8 square aare superior to the original we view with with alarm any ef fort to further delay this building therefore be it resolved that we do request the he committee of the city council to endeavor to procure the sanction of the joint combite tee that steps be taken to immediately commence the construction of the saia eaid joint county and city building on the original site 11 the resolution was defeated and the motion lost mr hall I 1 am heartily in favor of erecting the public building on wash ington square tl and parking the grounds when the e quest question lan of selling pioneer square was wag so urgently advocated the council did not seem deterred from disposing of it because of an injunction then in the face and prospect of another injunction why should we be deterred from action we are as likely to be enjoined from building ou on the original nod site as on washington square the majority of the in members embers of the county court are in favor of the pra proposed d change por mr lynn if this matter has come up for final action I 1 will state that I 1 know that the members of the county court are not in favor of the chango change of site alto if it will cause delay in the face of the the petition presented tonight to night and the warning given us by mr pickard that we will be enjoined it should be ba sufficient to prevent us from going as tray trayia on this thia point if the matter is taken to the courts it can be kept there for two years at least without much difficulty councilman pendleton the selfish motives of the petitioners petition ers are plain plainly lyt apparent I 1 do not think we ought to pay any attention to the protest councilman james in my 0 it would be a strange proceeding on ode part to uke take levied by action of this thia council last year will be entirely inadi inadequate quate to our needs Is it possible to rain this city government st at the present bato aate of tax not if the proposed policy is pursued irwill it will bo be necessary gentlemen to raise the rate of ux tox to at least six mills on the dollar and perhaps more and we ourselves in common with the people will have to pay it I 1 know where the kick comes from but I 1 do not care icax between the east and west side how then let us do something councilman spafford I 1 move that the Ithe joint building committee maetto meet tomorrow afternoon and come to some definite understanding and report the result of their labors to a special meeting of the council held for the purpose of considering the matter councilman pickard 1 I am not in favor of railroading the thing through I 1 move that it be laid oia OH the table and be made a special order of business for friday night and that the form of if agreement and deed be ordered printed carried ON SETTLING TANKS superintendent of waterworks Water works ryan stated that it was about time to begin to make preparations to use the emigration gration canyon water and as no steps step had bad yet been taken to arrange for set tanks at the head of the pipe line he recommended that the old tanks to in city creek canyon be moved and placed at the head of the conduit from parleys parley lb canyon except the grading for and had executed a bond with james H bacon and J C C glanfield as bondsmen bon demen the matter went over until friday night ON OM GRADING f the board of public works reported that they had made a contract with hobson wilkerson of ogden for grading the trench for the conduit from parleys canyon for who had bad executed a bond with K C coffin n and W it morrison as bondsmen the contz contract act and bond were approved ON DRAINAGE the City Engineer and to whom wits was referred the matter of constructing a canal along ninth south st street from kle reventh west eat to the jordan 0 river lver with a view to relieving that neighborhood of water reported that the water complained of was due to insufficient drainage of slum alum waters and to avei flows from the canals they suggested that the drainage of the district was rather a subject for private prieme enterprise than of public necessity the canal already constructed on OB eighth south would drain the land genth just at as well as a new one constructed on ninth south adopted ESTIMATES ON SIDEWALKS the city engineer offered the following report on the cost of
