north streets that the oregon short line 9 and nd utah and northern railway occupied a portion of said 1 loi for a switch to the deseret woolen mill that sail sai 1 occupancy yaa was unlawful lawful and was an injury to the petitioner that the city had granted a right of way to the railroad along the alleged fourth west street north of ninth north and that said alleged street north of ninth north was wap the property of petitioner for these reasons he asked that the order granting the right of way for such switch be rescinded ed ana that the railway company be compelled to remove the switch now there referred to the committee on streets W J browning aud obnere asked that west temple street between sixth and eighth south streets be included in the sprinkling district referred to the committee on streets with power to act the estate of R B margetts asked for the grading of third north th street from fifth to ninth west referred to the committee on I 1 streets D J simpson asked asked for 1000 on the street sprinkling contract mr pickard said there would be many complaints and refusals to pay street sprinkling taxes because there were many places in the dis triet brict where not a drop of water had been put by the sprinklers lers the petition was referred to the com committee minee on finance B R N baskin addressed the council on the grading of first north street he said he recognized the necessity of adjusting the street grades and some injury was unavoidable any necessary hardship hard ship would be borne by good citizens but in the adjustment proper regard should be had for egisti existing ng buildings some twenty years ago he went to the hill ou on first north and took a fancy to it he acquired title and applied to the council to fix the grade the hill was then almost impassable the city allowed him to make the street and he did so under the direction of the street commissioner the public has enjoyed i the use of the street till the present now the street has been cut down six or seven feet it renders it impossible for mr baskin to get lit ia or out of his premises with a vehicle it was impossible for him to adjust tile the grade so he could get in a load of coal except by carrying it in in sacks he bad trees and a lawn and these would be destroyed his property was rendered uninhabitable the council would only have to look at it to see that this bis was tive the fact the grade should be adjusted to the condition of the ground the people never asked for or expected such a change lt it certainly seems torne to me tobe to be an outrage I 1 ask you only to go and look at it and I 1 am satisfied that you will correct it the greatest injustice ustice to is done to tome me and my neighbors if there is a man in this city who insists on the grade as you have fixed it I 1 say he bo has some private interest to gratify it to is not too late to remedy the evil I 1 believe it is a mistake I 1 do not think this council will sanction it when they ascertain the facts and see how easily they can make the grade different to that now fixed the matter was referred to the committee on streets with the mayor and engineer associated city attorney merritt reported a bill to provide for curbing and guttering the streets and avenues he said there was a serious error in the bill based at the last meeting relative to street grading paving and repairing and it should be corrected forthwith the bill was read twice by its ite title and laid on the table to come up in its order it provides for another special tax upon property holders hol deft doubts about the propriety of ef putting a race track there it might add to the pleasure of those who drove fast horses tut but it would detract from the pleasure of the ge general Derall public by city from which water could be obtained eit hefty either by gravitation or camping pumping at sufficient elevation and suitable ie for pipe distribution from city creek a daily supply or of gall gallons one can be had wit without 1 out I storage with storage an ad additional dit ional amount of about one million gallons per day can be obtained dur during in g the critical period of irrigation from r om emigration creek the dally daily supply without storage can be made ga gallons 6 with storage gallons allous from parleys greek creek without without storage there can be obtained gallons a day that is with the same care that is now ta taken an of city creek with storage can be had the wells near Liberty Park have been so tar far developed as to show a present itow flow of ef gallons daily the supply from city or creek wk is the only one that enters the pipe system without going into detail we find and that at least double the amount of water this source can furnish is needed for such system to meet the present wants and those of the near future the wells at liberty park are not yet suf cut developed to meet this requirement upon the hypothesis that they may yet show a of
