bt and east temple be fixed anti and that the street be graded referred to the committee on oil streets street eliza thomas asked permission fo 90 occupy I 1 that little house on the west side of city creek canyon anti and offering ng 5 month referred to the committee on public grounds B R W crane and other residents of the fourth ward asked for the extension of the lains on first west street from fifth south to seventh south referred to the committee on waterworks water works 0 S holmes and others asked that the present dumping ground of the city on the west side of the jordan be vacated anti and another location selected giving as a reason that the ground now be being ng occupied was too loo valuable for such ruoh a use referred to the committee on public grounds M egan asked permission to lease certain land belonging to the city from which to take rock for building and other purposes seiL he was w willina ling to pay a rental or a royalty on the rock taken referred to the committee on public grounds G B R bothwell both well and other residents of sixth west street west of the B R G W asked that the city continue to grade fifth south street to sixth west astvat as that section of the city was building up they also stated that a portion of fifth south street iween between fourth and fajth west was fenced in and asked that the fence be removed referred to the committee on streets F livingstone and others represented that the street gas lamps had been taken from the southwest corner corne of washington square and had not been replaced by an electric light they asked that a light be placed there referred to the committee on improvements the commercial national bank manager stated that it was proposed to erect a bank building on the corner of second south and commercial streets and asked permission to excavate and pile building material granted with the usual restrictions A W hunter asked permission to put a bridge over the N ninth I 1 nth south street canal on washington street between first an second west referred to com committee in I 1 atee on streets LC L C trent and other prop property efty owners owner sou on capitol hill asked that the water mains be extended on walt wall and currant streets and oak ji street referred to the committee on eta streets beets 48 S newton asked that the water mains be eit extended tended on center street to irth north and thence to second west referred to the committee on waterworks water works E 11 kahler stated spited thit that in the year 1872 edward blair owned lot 4 block 13 plat B and held a certificate which he never presented for a deed in 1874 he died in 1888 his administrator applied for a deed and it was made twy ly tho city to the deceased the property had bad been sold by the administrator to A J white and and then to petitioner mr kabler kabie now asked that a deed be given him direct from the mayor to remove all cloud from his title mr james moved that the petitioner be directed to furnish an abstract of the record for examination carried the matter was referred to the city attorney richard Griffit griffiths hp and others represented tint thit on sixth west Street the R 0 W in broadening its gauge had left the crowl crossings age ip in an almost impassable condition making serious accidents liable to occur they asked that this wrong be remedied they also asked that the electric lights be extended on sixth west street to fourth worth north mr 8 spafford icord said the railways should ail rl be required to fix fi the cros crossings singo some of which were in a deplorable condition city attorney merritt said if they did not they should be notified that if in sixty days they did not comply with the mer order of the council in this regard their right of way should be revoked and their tracks torn up the petition was referred to the committee on improvements charles baldwin and others asked that the grade of twelfth east Easi street be fixed referred to the committee on oa streets W N cook presented another petition to the council he said a former council boum il had taken a piece of land from froia him and he wanted the land or the money he also stated that prior to the alleged taking from him of the land referred to the city council had bad taken another lot on which he had erected a brick house and this he wanted to be paid for referred to the city attorney A co from the chamber of commerce was read it asked operation cooperation co by endorsing the fol lowing communication or taking some similar action in the premises son alon seth the following as a protest against the action of certain parties who are now trying to defeat the bill pending before the House appropriating of money for a federal building in this city the recommendation by these parties to reconstruct the building caged the industrial home into a government building is prompted by the utmost selfishness and by sordid mercenary motives and their action is genera ly deplored and condemned by every citizen in this community excepting those few who in the immediate vicinity of the industrial home own certain properties the industrial home was established for fir humane purposes sep and has up to this date been an experiment and should be continued as an experiment under the management of the government for at least a term of live five years or an attempt should be made to change the ao ac which congress gress in its wisdom saw fit to pass to so locate a federal building three quarters of a mile away from the bustness business part of the city would cause groat great inconvenience and loss of time to those who are obliged to do business with the government from day to day aside from the fact that thai the parties who are advocat advocating ivi 8 the converting the industrial house into a government building are working for simply personal and mercenary motives not one good reason could be given for their action while i 1 is not nob the purpose of this community to bating to bear any ed pressure res an am to the amount which i should be appropriated for a public building in this city may we suggest to your honorable body that the common rule applied to the granting of appropriations for public buildings in eastern cities should not carry in this instance salt lake city it is safe to assert lu in from three to five years will have a population of not less than people and all calculations for the requirements quire ments of the government should be made upon this basis very respectfully FRED SIMON J M FRANK gallespie committee of the chamber of commerce mr pembroke moved that the council endorse the chamber of commerce protest mr karrick moved to strike out the reference to mercenary motives unless it was sustained by evidence mr hall thought the clause about the motives of those working for the government building at the industrial home would weaken the force of the protest mr pembroke said asid it was evident that the motives were mercenary mer centry mr hall moved an amendment that the mayor major and three others constitute a committee to draft a memorial to congress setting forth the facts and the desirability of the public building being erected nearer dearer the center of the city than the industrial du home building carried L E hall H pembroke and W F james were appointed the committee with mayor scott M mr r W HS hearman and other residents of arsenal hill stated that at the point where main street deflects to the west there was a place where it was two rods wider than was necessary to make it 16 uniform they asked that the two rod strip be sold to the abutting owners referred to the committee on public grounds assessor and collector clute presented a communication stating that had been assessed assi based against F heath for extending the water mains mr heath said he had a just offset to this and mr clute asked that the council investigate and reach a settlement of the dispute referred to the committee on waterworks water works the health ordinance proposed by the sanitary committee of the chamber of commerce was presented and tb that committee asked its consideration of a special session rhe fhe proposed ordinance was made thes the special 11 cial order for friday evening cof col merritt said the ordinance was very lengthy and contained important revisions provisions tite chairman of the chamber of commerce committee had bad stated to him that they expected the council to pass the ordinance on friday night but he replied that he thought the cou councilmen n would like to read it fir stand to ascertain whether they had the power and desire to adopt its provisions A petition signed by between 1500 and 1600 residents of the city was read it protested against the granting to the salt lake wyoming and california railway 0 a franchise on third west wes street for the reason that there were two schoolhouses school houses on that street there was a railway there now and the operation of another line would increase the already great danger to a serious extent mr hall said there was no need to refer the petition as the committee on streets had already investigated the matter and prepare prepared d a report covering the subject of the petition the petition was laid on the table marshal young called attention to the ba I 1 condition of washington square and the pound he was ordered to impound loose animals but it would lie fie cruelty to place them pound in its present condition mr james said this matter was in the hands of the committee on improvements prove mente ments the former council had adopted a plan for tm improving roving washington square by which two and a half acres on the southeast corner was to he be improved as a park the same amount on the northeast corner cornia as a market and the west half for cycling baseball and other sporting pur purposes purdom pom these would be considered and action thereon recommended by the committee at an early day the committee on sewerage recommended that bids be received for furnishing a boiler for the sewer pump adopted the committee on public grounds reported on the petition of john reading beading atad recommended that he be allowed a rebate of on the rent of pioneer square and that he pay the remaining adopted the committee on waterworks water works reported arted favorably on the petitions petition of V M fitzgerald john buckle E D R thompson john IEL baldwin henry Bad donand and RC BC woodruff for the extension of the water bervice with the provision in relation to mr woodruffs petition that the water be furnished for household purposes only report adopted on the petition of 0 H pettit Petti and tand others from the ninth ward respecting spec ting primary rights to to city creek water the committee on streets reported that the city had bad had full control abid possession of city creek since 1876 and all other claims to primary mary rights were barred by the statute of limitations report adopted the committee on improvements recommended that the petition of charles baldwin and others for electric lights on fifth east street to liberty park be granted mr hall said the contract with the electric light company was to furnish lights and 97 of these were in use rhe fhe location of the other three had been provided for by the committee on streets fifth east street would require six lights and the electric light company was now running to its full capacity but mr dyer the manager had informed him that the coni company pany proposed to enlarge its capacity immediately and would then be prepared ia to furnish more lights at the present rate the report of the committee was laid un the table the committee on improvements reported favorably on the request of J B R baldwin for the extension of the gas malus mains and electric light service on main street to seventh south adopted the committee on streets brought mr hall to his fret feet the matter was settled by explaining that it was only 9 the report was referred to the committee on ot streets mr spafford said all sewer and street work should be
