residences referred the following petition was received and referred to the committee on streets we the undersigned undersigner under signed for ourselves and associates respectfully petition your honorable bo body and ask that a franchise from the city be granted us with right to assign the same to a corporation po por ration lation hereafter to be formed by us and our associates to construct main maintain ande and operate a single and double track street railway line either by horse electricity or cable along the following streets dl the city to wit 1 on first east street commencing at the north line of second north street CAir currant rant street thence south to city limits 2 on south temple street commencing at the intersection thereof with first east street thence east to united states military reservation 3 on first south street commencing at intersection thereof with first past east street thence west to city limits paralleling present line between first east street and fifth west street with branch on third west street to the utah central depot 4 on third south street commencing at intersection of first fast east and third south streets thence west to city limits paralleling present linebe line between first east and fifth west branch on fifth west and second south streets to rio grande western depot 6 5 on sixth south street commencing at the united states military reservation on the east and extending to the city limits on the west I 1 6 commencing at the intersection of sixth south street and sixth east street thence south on sixth fast east street to J snell and others asked to be allowed to te purchase a certain piece of city land to be used in the opening of a rock quarry referred E M gleason asked the privilege of leasing the city sandpits sand pits at a yearly rental of 75 referred members of the young ladies aid society asked that a free license be given to mr engberg in order that he might support himself by pedaling referred A A G paddock also came to the front with a proposition to lease the sandpits sand pits offering per year referred andrew mink asked a lease of a certain piece of city ground for the purpose of taking sand Ilef referred erred I 1 the following ng communication was a signed I 1 n ed by R J jessup and three 0 others t e rs we the undersigned undersigner under signed citizens of this city respectfully petition your honorable body to instruct the council committees on streets and alleys to prepare a bill for an ordinance designating the north and south streets of the city as numbered streets beginning at the east bench and numbering west also designating the east and west streets as numbered avenues beginning at the base of the mountain or in the immediate vicinity thereof and numbering south such streets in the new survey as coincide or are in line or nearly so that the streets of the old survey might take the same name with the word north prefixed and such avenues as would be north of first avenue might be called avenues A B 0 etc to the corporation limit in view of the rapid growth of the city and the certainty that sooner or la later ter t the e ten acre ore blocks will be divided by ath south streets youl p e t I 1 it t caf ully suggest that allowa allowance dw ce be ma in made do for this in numbering the arese prese present n t north and south streets for instance as thirteenth fast east street would be fist first t street let twelfth east street be third street and eleventh east street be fifth street etc thus reserving second fourth 8 ath etc streets for the now new thoroughfares sure to be opened in time we also advise that beginning with the present first street in the new survey and ayi lying ng north the east and west streets be named avenues first street to bean be an avenue with a name beginning with the letter A as albany avenue and following this alphabetical rotation going north and in view of the cutting up of the blocks all the north and south streets of the now new survey might be numbered be ginning at the east bench referred justin white represented that he had been badly injured by falling into the excavation being made fora building and asked damages claiming that therole the hole had been left open by the negligence of city officers referred william thomas walker asked to be allowed to put up a fruit stand near walker bros corner referred W T sterling and A P schroeder represented that sometime some time since they had franchise petitioned the city council for a franchise to establish and operate au an system but that action had been postponed they now presented an ordinance for such a franchise and asked that it be passed referred city attorney merritt reported that thab he had so far been unable to get the testimony of certain witnesses in liquor cases where ap peals had been taken from the justices courts and if he were not i successful the suits would faveto have to be dismissed in the case of frank who had obtained a judgment for against the city he be thought it was a case that should have been compromised but was not the ewe case had been illy prepared and the city did not adt have their proper vit nesses the case should have been appealed some time ago and it would soon now be taken up but he bad but little hope of success ha asked that in case any other claims were ever made that the city attorney be associated with the commit tee to whom they were referred in reference to the me case of J H linck he did not think linck had bad a case but it was one of great importance artance and he asked that rawlins and dickson be associated with him there was also a similar case of T R higgins which is on demurrer col merritt did not think higgins ns had a case the cases case of glassman and Mib chener are also on demurrer col merritt also asked that he be allowed to employ associate counsel in these matters thure there were several other minor eases cases there was also the case of B 0 et al who had secured an injunction against the city preventing the assessor and collector from levying taxes forseter for sewer laterals literals late rals upon uon the betterments of their property and claiming that the assess assessment ait idt ab should be madeep made upon the assessment of 1888 he did not hot think there was any show for the city to gain the case and be it lieveld it would be wlee diee to accept the tax offered and allow the in b junction function to stand on motion of mr james the attorney was ws instructed to employ meders Mee ers dickson and rawlins as he requested ruest dd and in the case of ray bay bedd et etal ai the recommendation a of the city attorney were co concurred acu I 1 in B recorder hyams reported that the bonds of city attorney merritt and assessor and collector of water tates fates diehl had been filed and approved P uv the city recorder presented the following report gentlemen in compliance with your request I 1 beg leave to report as follows on the be subject matters that wore were referred tome to me at the last session of the council namely the status of the city in relation to the new city hall building and the amount of ino money n expended if any on the grading yr of 3 ninth north street in relation to the now new city hall building I 1 find the following blowing to be on oft record SALT LAKE carr jan ifon the mayor and city council salt lake vity city gentlemen gentleman your committee on associated with the committee from the county court to whom were referred the plans submitted in in accordance with previous advertisement for joint city aall and courthouse court conr house to be erected on tae corner of first south and first alcant streets this city respects respectfully ully report A that we have carefully exa examined mineo ax the seve several ial plans and land find that those executed and presented by mr 0 B R apponyi are in our opinion the best adapted for our wants and we therefore award subject to your approval and that of the county court the premium of to that gentleman we also award the second premium of to mr william ward architect for the second best plans we further recommend that mr apponyi be engg engaged d to prepare the e plans na and specifications ions necessary to proceed proceed with the construction of said building uIl ding we f further her recommend that the work of excavation for the basement of said gaid building be begun forthwith under the direction of the mayor and that city prison labor be emp employed loved to ao 40 said excavation salt lake county to pay to the city at the rate of 12 cents per cubic yard of earth removed and that the supervisor of streets be instructed to use the gravel taken from said excavation on the streets I find that alderman McComick McCornick chairman of the committee on improvements made the following verbal statement that mr 0 B R apponyi architect was p preparing n the necessary working plans lane for r tae joint city and county building ail n and desired that be executed between tw n himself city and 1 I county on motion of alderman riter this was referred to the tha committee on impi movements ove ments with instructions to confer nt with h the county committee and report at the h e ti next t meeting and said subject was madette ma dethe special order for the next meeting 1 I would woul delate state however that the sub deot was not token taken up at the next meeting of the council and nothing further has ever been done on 04 the subject relative to the grading of ninth north street I 1 would say aay that the supervisor of streets informed me that he had not done any work whatever on said street whatever work has been or is being done at present on said street was done by the county authorities respectfully yours louis HYAMS city recorder on suggestion of the mayor the report wan received and referred to the committee commit tW on improvements with instructions toi to confer with mechanics and others and ke see whether the building could be constructed ted for hie we amount which had been named the committee to whom was referred the request of the assessor recommended that block plats be made the contract to be let to the lowest ible bidder and that the bidder be required to furnish bonds for the accuracy and early delivery of the work adopted mr hall moved a reconsideration of the vote by which the assessor was authorized to let contracts for the block plats As a matter of principle he be said the bids should be submitted to the council Cou ucil mr blute urged that prompt action was necessary mr hall did not think the matter was so urgent but that a few days time could te allowed to elapse the motion to reconsider was put and carried when mr hall moved that the assessor obtain bids from the various abstract companies or others and submit them to the council on march ath the motion was carried J R smith and sixty others protested against the proposed establishment of a pest house near the old woolen mills property on parleys creek referred rhe petition of matilda busby asking to purchase certain city ground was not granted ane petition of morrison merrill Merri fl co asking the privilege to run a spur from the utah central trace to their yard was granted A bill of the utah A artesian well company was ordered paid the committee on rules and order of business asked further time and it was granted the salt aalt lake rapid transit com pany accepted the franchise recently granted the bast marshall mercantile company and the salt lake brewing company represented that they were about to erect manufactories manu factories which would use some twenty thousand to thirty five thousand gallons of pure water daily and asked that the committee on water works give them a hearing granted the question guestion of salaries for the now new officers was referred to the committee on finance joseph hawks asked to be allowed to repaint the city flag pole pele he be to furnish all labor and material several liquor licenses licensee were granted the following nominations for policemen were presented S C haller W NV N
