Among SUUs gains was approval to pursue funding and begin designs for a new science building, although no state funding was granted for the project. Losses included the $2 million sought to improve student retention and graduation rates. SUU President Michael T. Benson said the session yielded both good news and bad for SUU and higher education in general. The legislators face hard decisions every year, he said. Higher ed did very well last year, but not as well this year. In terms of SUUs three goals outlined at the beginning of the session increased funding to offset operation costs, funding for the science building and increasing salaries for faculty and stall Benson said some were met and some werent. For the operations cost, that didnt work out for anybody he said. With the science center we got permission to get started ... the good news about compensation is it looks like people will get between a and 4 percent raise. The raise will be dependent in part on Thursdays Truth in Tuition Hearing and a small second-tie- r tuition increase, Benson said. One of the final bills signed before the clock chimed Wednesday, House Bill 5, Revenue Bond, Capital Facility and Acquisition Property Authorizations, gave SUU the to pursue funding and designing a new science center, according to the bills text, available at www.le.utah.gov. Benson said it was unfortunate that SUU didnt receive state funding for the science building project, but that progress would not be delayed. The bad news is (the legislaturejdidntfund any higher ed buildings, he said. But we e can use donations and money to start designing (the science center) and if we get the money next year, were not any further behind to be finished by fall 2010. Also included in HB 5 was $5 million for the Utah to Festival Shakespearean go toward a new non-stat- $23-milli- theatre. Senate Bill 103, Higher Education Enhancements, sponsored by Rep. Dennis Stowell,R-Distri28, originally allotted funds to almost all Utah colleges and universities, but was substituted with a bill Feb. 29 that only awarded enhancement funds to Utah Valley State College, according to the bills status report at the legislature ct SeeSESSION, PageA5 to enhance education g By KRYSTLE WHITNEY kwhitneysuujournal com SUUs Service-Learnin- g Faculty Committee has begun to implement new programs created to benefit students and educators at SUU. Service-Learnin- g The Enhancement Grant Program has recently been developed for instructors to enhance their service-learnin- g endeavors, said Earl Mulderink, committee chair and professor of history. We will consider applications for up to $500 per instructor per fiscal year, with funds to be spent on classroom and or community activity for materials, equipment, software, hardware, travel and other purposes, he said. with the Along grant program, the Service-Learnin- g Fellows Program has also been updated for the benefit of SUU, according to the Service-Learnin- g committee Web site. Mulderink said the fellows program, developed in Spring 2007 semester, recognizes and encourages effective service-learnin- g practices at SUU. According to the Web site the fellows program will provide $750 and a commemorative plaque. Mulderink said applicants for Service-Learnin- g programs must submit a brief online application. They must also include a $5 summary with list of potential project partners, a syllabus and a letter of support from a department chair, he said. Other criteria for programs include that courses piovide a needed service to individuals, organizations, schools or other entities in the community, said Brigct Eastcp, committee member and assistant professor of Recreation Outdoor in Parks Tourism. and See GRANT Page A5 The 2008 General Session of the Utah State Legislature wrapped up Wednesday after passing and killing bills including passing several to benefit SUU. million allocated to festival By DANA BELL . dbellsuujournal.com The Utah Shakespearean Festival received $5 million in revenue bonds at the 2008 Utah Legislative session, which ended Wednesday. The Adams Memorial Theatre sits on campus. The $5 million granted to the Utah Shakespearean Festival will go to construction of a new theatre. e SUU President Michael T. Benson said Utah Capital Facilities authorized the bond. Benson said the next step is to approach the SUU Board of Trustees for final approval of the bond. Utah Shakesjiearean Festival director R. Scott Phillips said the festival will present to the trustees how the bonds will be icpaid. The trustees have to feci confident that (we would do) whatever we say we would do to repay the money, he said. Now we have to decide how we want to do that and what mechanism we will set up to do that. A possibility to help with repayment would be to add a handling fee on the festival tickets, Phillips said. The festival will pay about $350,000 each year for the next 15 to 20 years to pay back the bond, he said. Although the festival requested $5 million from both capital facilities and Utah State Economic Development, Phillips said the funds had to go elsewheie. Clearly the state had other needs that were just too great, he said. There wasnt enough money to go around. Benson said the festival received $36,000 from economic development. Phillips said that fund is a one-tim- e appropriation for general operation support. We will put it toward our existing programs to help them stretch further, he said. Though the $5 million fund will help siart the construction for the new theatre, Pliillijis said the festival will return to the legislature for the additional $5 million next session. Brad Ballard, Utah Shakespeaiean Festival Director of Development, said at next years session, the festival administrators hope the legislature will recognize the support the festival receives We will hope they will want to be part of a winning team, lie said. ' (jMEore Qoagftlte Correction In an article published Thursday in the University Journal, the bill that SUUSA Sen. Matt Dickerson, College of Performing & Visual Arts, identified in reference to School of Business Sen. Andrew Waltons proposed impeachment was misidentified. Dickerson discussed Bill The Checks and Balance Act of 2007, during Tuesdays senate meeting. Following the meeting, in subsequent interviews about Waltons work as a senator, Dickerson again discussed the 2007 checks and balances bill and the recent legislation that sprung in part from it: Bill 46-0Fiscal Responsibility of 2008. Thursdays article erroneously referenced the fiscal responsibility bill similarly-name- d predecessor from 2007. The confusion that followed was unfortunate, if not unsurprising.
