One major landlord, the owner of the Cedar West, Cedar Villa and Cedar Vista apartments, said he would have to talk about this a lot more with the association before signing a contract accepting the associations policies. Theyve got a darn good program, and its badly needed, said John Dalton, who developed the three Cedar apartments. There are just several areas of concern I still have. In the meantime, Mitch Connell, director of the association, said the landlords of Arequipa, College Ave., Camino Manor, the Eden and Palmer Houses, and the Village Inn were apparently ready to sign last week. Connell had also thought that Dalton was willing to sign. We were really pleased with how positive the reactions have been from the landlords, Connell said. We went into the negotiations fairly concerned about what the reactions would be, but theyve been very receptive, overall. Among the regulations in the association handbook: Landlords would have one year to bring apartments up to tenant association standards. Connell said some apartments, like Daltons or Arequipa, already meet all of the standards, which include such things as smoke alarms and a second refrigerator or stove for units with more than six people. Landlords can only transfer tenants to different units with seven days written notice and would pay telephone transfer fees plus $20 to cover moving costs. All controversies between the landlord and an SUSC student tenant would be mediated by the tenant association. If either party requested arbitration, both would submit to the boards jurisdiction and abide by its decision in the matter. Councils will be organized at the apartment buildings, partly to set up regular social activities. Well try to teach students how to help out, Connell said. One goal planned by the associations Social Activities Staff is an Olympics with teams representing each of the approved housing complexes. Caseworkers will be assigned to approved housing complexes to act as a liaison between the apartment and the tenant association, handling both landlord and tenant complaints and possibly serving as a witness in cases that end up in court. I think its a pretty good contract, said Dave Moody, manager of the Arequipa apartment. It makes it so owners cant take advantage of students, and it protects the owner against irresponsible students. Moody said most apartments have had contracts pretty much owner-oriente- d . Connell said that if he could get Dalton and the landlord of College Ave. to sign, other landlords would be influenced to get tenant association approval. We dont want to try and pressure anybody, he said. Some of the apartments that dont sign will eventually have to come up to standards anyway because if they dont, students wont live there. The association set a target deadline of Oct. 24 to sign most of the landlords.
