incorporating po the university of the state of De fieret and this action was approved ve by the th e legislative assembly of the territory r to ry of utah on october 4 11 1861 1 this act provided for the loc location ution of tl the ie Unive university ratty at salt lake city and vented tested its power in a chancellor and twelve regents to be elected by the assembly the university bad but bat a nominal existence until march 1869 at t which time it was more thoroughly organized as an institution for scientific normal and classical in truc tion the be legislative assembly at the elan of 1876 provided for an annual ap to the university ot oi ift ral urn for which forty pupils pedrom the different counties of the territory were to be educated tree free of chara in the normal department in ISM 1880 an ail additional appropriation of 20 wis was made to the university to aid in the direction of a building suitable to t its wants ants at the time of commena ing work ex upon tl 1 li the building baill buill d I 1 ag the total cost ast was estimated at after the amount appropriated ed by the legislature had been exha exhausted ue ted aid was secured from other sources as follows I 1 subscription loan made in subscription loan made in 1885 borrowed borrowe from education fund which amount with tile the legislative appropriation make a total of 5 expended upon the building and which hu has been disbursed as follows t ull I 1 1883 nj 1885 37 total of the present liabilities are and it is estimated est mated that will be required to complete the building the legislative assembly of 1886 placed laced in the general a appropriation P ra P r t 1 0 n till bill the following item for r c completing 0 m p 1 e t and furnishing f the deseret university building 60 11 but the bill fit failed I 1 ed to te become a law by reason of the veto of the governor my predecessor in 1884 was granted to the versify vera ity for the purpose of creating a department for the education of deaf mutes the success which h has attended tie ti a efforts made to instruct this class has been very gratifying in 1884 a class of 15 and in IM 1885 a class of 18 was enrolled for the two years 1884 and ISM 1885 the receipts of the university sity were balance on hand jan 1 1884 58 tuition fees 20 territorial appropriation I 1 1884 5 00 territorial appropriation 1885 00 Terri terrial tl apelu for of tt the te school year there also remained a liability of to be paid from the balance mentioned in 1884 males and females were in attendance att over 40 being enrolled roll chinh in the tb normal department from which dep department rement 18 were graduated graduate d in 1885 males and bem fem females leis were in attendance 62 in the noramay normal department from the university 2 and from the normal department departs ent 10 were graduated I 1 in a connection with the treat great work of education of the youth of the territory Is the system of mission schools established by the dif ferenc fereno christian denominations represented in utah when it is considered that the work is being carried forward among a people whose leaders are hostile to every po movement which they do not control con the success which has attended their efforts is remarkable and the great and good work they are doing in n the interests of law and order cannot be too highly commended I 1 submit herewith enrolled pupils inthe in the methodist schools tire are from mormon families and from apostate mormon families charitable AND benevolent institutions INSA ASYLUM this institution located at provo in utah county affords a comfortable home and proper treatment for the unfortunate fort insane of the territory more than th n has been wisely and econom economically c 11 e expended aided upon the grounds ma buildings ll 11 agn es of the asylum the appropriations actions for c orthe the institution are managed with vath care and economy and educated and skillful treatment riven etyen to its inmates thu th number of patients under treatment at this time is males 85 35 females 34 84 at an average daily dally expense per capita during daring the month mon of september pt 1886 of 62 cents the avera average ge d daily aily cost per capita from june 1st ast to sept 8 ept ift 1886 was 71 cents of th the e 81 inmates admitted since the opening of the asylum 57 were of fore foreign aa birth of these 31 81 were male and 26 2 female of the other inmates 15 are from utah 5 male suit and JO 10 lemale female under the provisions ot of the law the expense of the patients is borne equally e anally one half by the territory an and one halaby half by the county the amount due to the asylum from the territory gry on this account was on aug ift 1886 at the same saime time the indebtedness ot of the asylum kwas was at the last session of the legislative 0 Aasem ANNem blyan appropriation of 0 was made to the asylum for the years 18 1886 ind and 1887 1897 one half to be drawn bac each year the bill failed to become a ia law by reason of the veto of the then governor vernor and this sum was therefore unavailable v the th e asylum um has ha a been bee n compelled com el d to t rely e U the hospitals ot of this city in alleviating and ministering to human suffering these hospitals have been created and supported oy by christian charity I 1 submit the following statement of their ape speaks aks well wei for its conduct and management during the month of august IM I 1 t the he number of prisoners confined was 18 preliminary to the commencement of the work of constructing and completing the penitentiary under the appropriation made by the last congress tor for that purpose sethe the board constitute constituted a by the interior department have bave advertised verti sed tor for plans and specifications and will in a tew few days report to the abe department the result industrial HOME at the last session of congress an a appropriation of was made to win aid in the establishment of an industrial rome home in the territory of utah to provide employment and means of support for ane dependent women and ch children adren of such women of tender age with a view to aid in the suppression of polygamy said sum to be expended ba by a board of control to consist of the abe governor arnor justices of the supreme court and M district attorney the board was called together and as a preliminary step looking to the establishment of the home it was resolved that notification through the public press be given of the objects and extent of said appropriation and that private inquiry be set on foot to ascertain the number that could be found of the classes contemplated by the law so BO that the a appropriation might inight be utilized and the abe bome home established as soon as needed agricultural mechanical AND manufacturing industries MINES MINEA AND MIXING MINING it is a matter of regret that no do provision has been made by the territorial law for the gathering and preserving of statistical information of the agricultural tu raland and mechanical manufacturing industries and of mines and mining in the absence of such data my report will not necessarily be as full complete and accurate as it is degala ble it should be during durick the past season the orchard and garden products have been abundant and of excellent quality the ae crop crep of cereals has been at least one quarter less thin than that of the previous year the crop of alfalfa and I 1 lucern lucern which is our principal one has also been one fourth less the decrease resulting from a very dry and hot spring and summer of the principal productions wheat oats and barley the estimated product and the area under cultivation is as follows no aeres no bus wheat oats oata bailey total the principal manufacturing estimates are boand in the counties of salt lake weber utah cache and box elder to the north and south of these counties the flouring floering flou ring and grist mills will be found in all the principal settlements and towns forming the greater part it not all of the production thereabouts from reports made to me allam able to say that the quality of establishments find a market in utah colorado idaho montana illinois wisconsin wyoming and nevada one of the growing industries of the territory is the manufacture of salt the salt to Is produced by evaporation the water irom the great lake is drained into reservoirs are made for the purpose in a few days clays the water evaporates leaving the ery crystals stalk of salt ready to be gathered for the in market arket salt is used very largely in alte reduction of ores probably three taree fo of the product bel being used at bua batte montana and at park a r bt city utah for the past year it is estimated iffat 1 toua aim have been prod produced aced sars 3 per ton to n another of the growing industries woof the territory is the manufacture of afi lager beer in 1880 1885 the total numbs of plantz plants lu jai estimated at DO of w mines ines abd mining my information is that notwithstanding the de in the price of stiver silver none of the aine mh tes ta 14 pla have been compelled to stop operations oy by reason thereof although in some districts it has resulted in a reduction of miners wages I 1 the outlook for the production of the precious pre cieus metals is very promising and lunder willander wil favorable conditions and aad the maintenance of abair a idair value for the metals produced no do doubt realize the expectations indulged the mineral product of the territory for tile the calendar years 1884 and 1885 caret carefully ally prepared repaired from reliable sources by vr mr J B E dooly manager of the wells fargo co bank of this city is here given here follows a long tabular statement of doolas Do olys published heretofore from this and other sources I 1 learn that the output for the first ardt six months of the present year is about the same as that of last year for a similar period the principal mining districts are situated at park city stockton tintic gintic bingham little cottonwood frisco and silver reef beef in these districts a vast amount of capital is invested with gratifying results I 1 regret very much that I 1 am not able to furnish a detailed account of operations in these districts or the magnitude of the enterprises terp rises now should receive attention while the subject t of public lands is being considered be by congress I 1 if f it is possible to devise a system by which the public lands sul suitable taule at this time
