justices any three of whom shall constitute a quorum and who shall hold at least iwo two terms at the fent feat of 0 government of said territory annually and they shall respectively ively hold their offices during the period of four years or unil until their successors are appointed dand and qualified aad A district court co urt shall be held hold in each of the judicial dis of the territory by one or more of the justices of the supreme court as often aa as is now provided by law and at such times and places aa as are now fixed for that pur pose until changed by the governor go vet vor of
