February 13, Master Plan Committee Delays Capitol Hill Bill The House Committee on State, Federal and Military Affairs Monday delayed action in reporting out Senate Bill 3, legislation which would provide for preservation of and the master plan for Capitol Hill. Dixie Cosponsor Leavitt, City, explained a substitute version of the bill which would set up a Capitol Hill Commission, appropriate for planmng and $500,000 emergency land acquisition, and call for completion of a full fledged master plan, on which the legislature could act by next year. But Rep. Lynn M. Hilton, Lake City, proposed which major amendments would change the proposed advisory commission to a policy setting commission (giving it n.ore authority) and which would also set as a top priority the studying of the State Fairgrounds as the alternate site for future office building 8 West Students In Speech Test Rep. Hilton noted the Salt Lake City Commission has adopted a resolution opposing further state construction on Capitol Hill. He added he concurred with the intent of the bill, but bases his amendments on the fact that some view further construction on the hill as posing a detriment to the area.
