date but few words worda ar required from irom us to td express our vias vies ot at thia this institution if indeed it is the name of an but one onu opinion may bo reasonably formed respecting ac anad antt that unavoidably an unfavorable of a penitentiary for or the uses and enah for which it was waa erected can mue MUO ill M be served in this thia poorly c constructed 0 n ted and badly desiena designated t ea place we should havisto have to look far and hideto find its equal it is re mark abio ablo for tor nothing but theau the absence I 1 of all arrangements that are to be found in a well appointed prison the penitentiary consists of or mud or aroble walls wails which offen offer no resistance si stance to escape as hast has bren been frequently proved the buildings are two iwo wood or rooms for astonishing as it may appear there their are only two rooms tor toy all the prisoners numbering forty eight persons the two rooms besides beside a blacksmith shop a bake house stables sf ables two guard houses on the thu walls wardens house in which the cooking is done for the tho prisoners and a 61 sweat house aa as it is called constitute all there is of a p penitentiary for utah this sweat j house isa place of punishMent for ii the refractory darlng daring the tenant s J occupancy of this house a he is de priced of food water and lighta od it ii is said this mode of treating the insubordinate is very effective in its persuasion to submission t in one room about 20 10 x 30 feet 1 sleep thirty two prisoners in bunk bunks 1 and it ig is very imperfectly t ed in we this room were wore three pris f boners siok sick who receive attendance i once a week from dr douglas i they had no accommodations ac commod il eions nor ifor t 1 quarters nor privileges b beyond e y ond and oth 1 er prisoners there being no hospi 1 tal in which such patients can iw be 1 treated this pressed as us that it was more like a pest producing ihan than a morally cu nor should we a have beep surprised if it all were bick milek I 1 who sleep slee P there as a very offensive 8 effluvia was unpleasantly dominant 8 a nt The condition of this room ia Is decidedly ur iclean unclean nor were the ti prisoners persons clothing and nod A bed bedding dirig any better than the premises e and the only blame we 8 could attach ti tp the of fleere officers is for 0 not insisting on cleanliness m day nay my c for not absolutely enforcing it lt wo we ot drew log wai wardens dens denb and guards attention it id to this obvious necessity the tho warden informed us that the ti pa place a C e would be whitewashed the 11 n next e x t d day a y wo told the prisoners that if it they were punished to enforce enal them to keep their quarters al and persons clean it would only be 01 what was essential for their own cc good and comfort the balance of to the prisoners sleep in iron cages 81 these cages are a loan as seen by the receipt hereto attached from william nelson united states marshal which are enclosed by a it cr slim board house which is merely designed to protect the prisoners from the weather the prisoners fib who sleep in this room are those 14 who work about the premises promises inside and outside the walls wails of whom po dil oil the warden has some assurance that tit they will not try to escape e no tat revenue accrues to the penitentiary from those laboring other otherwise wise than producing some bome vegetables etc which are v used by the parties fed on the premises and the saving of some cost coat for necessary labor the prisoners pris driers are amply provided with plain wholesome foody foods food and we firmly believe are treated created humanely by py the warden and his guards guard a the warden has hag the we least leabu pos possible sibe opportunity to effect the needed improvement of the he prisoners on account of 0 the sa of the place and having neither means nor appliances to set set get the prisoners to work the prisoners are returned to society gise wise less able to be worthy useful members of 0 f the bom hom community than when they were sentenced even with the limited means me ans now DOW available by the united 1 states marshal who has control of the penitentiary he night set the prisoners to work and form in them industrious habits with the aid ot of prison labor he could create i mo moue moie loom zoom and means to tobe be used for the t prosecution of some industry indu iada stry atry su buch such ch callings as require few tools and an d little outlay in material he might adopt at once buch such su chas as basket making broom making stone cutting wood turning whip cinch and bridle making mating e ete etc indeed many industries requiring requiting little outlay might be introduced and from the revenue thus obtained other callings requiring more outlay might be started if only the will and interest ia in leli Jellel cited ted devices will not be sauting wanting that will even profitably employ the ers erb but revenues should only be a secondary consideration as forming moral morale industrious habits and the reformation of the prisoners should be bp the primary object your committee believe that if the marshal properly represents the state of the prisoners and the penitentiary penitent lary to the department of jus JuB justice tIce he will obtain the feces sary appropriation to effect the needed reforms the commingling mingling com together of the young in crime and years with the veterans in villainies villa inies will hardly till fall to have a baneful influence on the former even those who a are re awaiting their trial who are pre burned fumed in law to be innocent have for their a tuo two the criminally convicted this la Is manifestly wrong and unjust it is so contaminating and debasing to those not yet bunk sunk in euime crime that it must forcibly appeal toa to all ail right minded persons for an entire change of this deplorable I 1 1 tate state slate ot of affairs which cannot be effected without suitable buildings ia la which the prisoners dri can be classified and your committee urge that the importance of this subject be properly brought to the attention of the tho that these evils may be removed are the wards of the government whore whose duty it is to elevate and better r their condition as much as po sible sibie and many prisons in the
