alabama claims in regard to the amount of his compensation pensa tion under the law in which he says without discussing that portion of your letter of tho the ath last replying plying to articles in the washington star and the new york LT erald herald with which this office has no concern I 1 would respectfully call your attention to section 5 act of june 1874 18 statutes at large in 1 n the following f ollo olio W I 1 ag words that the president inay may designate the counsellors at it law admitted to practice in the supreme court of the united states and represent the government in said suit and in all claims tiled filed for indemnity for fo losses as provided by this act subject to the supervision and control of the actor ney licy general such counsel couns counsel cl shall receive for his services aud and expenses such reasonable allowance iu in each claim as may chay be approved by the court to be apportioned in each claim ada caged and paid from said award upon the certificate of one of the j judges and according to the provision of the acton act of march ad adf 18 statutes at large thus that the compensation of a counselor provided for by section 5 bof of the act of con congress ress creating the court of commiss commissioners loners of alabama claims approved june 23 1874 shall liot riot exceed per annum 1 and 1 refer you to the rule of construction laid down by chief justice taney in Aldrid aldridge 1 geet geel et al vs williams 3 3 3 howard 24 as follows in expounding this law the judgment of the court cannot in any degree be influenced fluen ced by the construction placed upon it by individual members ot congress in the debate which took place on its passage nor by the motives or reasons assigned by them for supporting or opposing the amendments that were offered the law as it passed is the avill of the majority of both houses and the only mode in which that will spoken is is in the act itself and we must gather their intention from the
