report dated august on the cholera epidemic he says accepting these statistics as no now published they are undoubtedly quite below the truth the deaths from asiatic cholera lu in marseilles since the dinst inclusive have numbered by days as fol lows 46 49 46 45 45 49 27 the toi tal deaths from all causes dur during 1119 ilig the same days 10 92 sp 88 70 40 63 this considering that the normal death rate at marseilles is less than SO 30 per pr day is a frightful record and shows that typhus and typhoid fevers are ravaging tills this reeking city with a scarcely less s deadly vehemence than that of the cholera itself mr mason alason says that departures from the city number about 2000 20 per day but there has been no pabio paalo like liko wat of 1884 the newest peculiarity of the cholera both at toulou toulon ion lon and marseilles mr mason says is a tendency to complication at an early stage with typhoid fevel combination from which few patients are ever rescued first comptroller durham any balance due him the tile first comptroller takes the round ground that mr air cresswell is not entity entitled ed to a fixed salary of 5 per annum but that the law organizing the court pro vided aided that the government counsel should receive a reasonable commena campen bation that is compensation for each case cast a tried and that subsequent laws limited such compensation to per annum the court however be he says neglected to fix the amount of a it reasonable compensation and has illegally treated it as a nixed fixed salary SANDY HOOK 7 pm the race between the puritan and the genesta has been postponed until tomorrow to morrow owing to the lateness start the initial race between the genesta and the puritan and to the lack of wind afterward the yachts succeeded today to day in making only half the course or twenty miles in this twenty mile heat the puritan squarely out sailed the genesta one mile la in ten and nearly two in twenty the haze settled upon the tile bay all morning and there was no wind from any quarter until nearly noon A hundred sails of yachts lay oil on the horse shoe at sandy hook this i morning when the judges benback arrived from new new york with the judges A 2 J r F tams tarns chas stebbins and philip schuyler at am jay goulds steam yacht 1 atlanta passed out by the hook followed in ten minutes by the tug tu luther 0 dard ward towing the sloop puritan she was saluted by th the e guns puns from nearly every steam yacht in the fhe fleet while on her way to scotland lightship the starting point the genesta remained in the horse shoe while wm win krebs of the new york yacht club representing the puritan was put on board from the judges boat she then proceeded under sail on port tack to the lightship the english cutter was also saluted sainted by a large larse fleet of yachts now under weigh wel wei 1 the tide was running flood during durling the forenoon lo giz vessels of all sizes and rigs were assembled within wi thin thiu a circle of a mile nille of scotland lightship then lying to the southwest by fiat ful management the skipper of both yachts brought them close enough to the line between the judes judges jud es boat and on point taa tack taek to cross in a few seconds after the starting signal the puritan slipped across first close up to the judges boat at but for some reason the captain odthe of the genesta tacked to starboard just before reaching it losing 1 reaching minute antl anti anu 42 seconds ad add ada being bandi handicapped di 37 seconds chereb thereby she crossed at ut 37 official time capt crocker of the puritan which boat looked very handsome with her mainsail gnit grit sprit topsail forestay sail jib and jib jiu ab to topsail sail sall set meant light from the start at the moment the genesta crossed grossed the line the puritan came about and in 30 seconds had filled away on the starboard tack with the genesta a hundred yards on her lee board the course was right in the winds eye and a tug had started 10 minutes before to log out 20 miles to the windward and had bad placed a stake buoy for the yachts to round cheered on by the shouts of hundreds of spectators and followed by the immense flotilla of pleasure craft the contestants headed beaded due east on the first reach finding that he could neither pass th the puritan to leeward or outpoint him captain crocker after 23 minutes suddenly put the genesta a about bout to cross the puritans stern but capt crocker put his helm down at once bringing the handsome white sloop around 40 seconds later the genesta was full of tricks tor for round she came again in less than a minute followed by the puritan again in 40 seconds both yachts were carrein carrying exactly the same canvas instead 0 of gaining by the little skirmish which he had inaugurated the captain had lost as the au puritan titan ritan had gained a decided advantage both yachts went about at and reached to southward having made about eight miles now the puritan began rapidly to open the gap between herself and the genesta and when they met they each tacked eastwards eastward at 4 she was full fuli fully three quarters of a mile to windward of ot her antagonist and one eighth of a mile ahead at both tacked to southward a again ain and now the ff fl enesta was over 3 a mile on the puritans z tans stans lee quarter both yachts walked by the fleets of the ng america gitana and the columbia astonishing the spectators and proving the superior speed of these boats as compared with the old models at 60 when the judges boat arrived at the outer mark it was sundown the wa wind ad was growing lighter and the yachts being then two miles to leeward it was evident that the tile race could not be sailed within the required time a limit of seven hours so the regatta committee ordered it postponed until tomorrow to morrow when the boats will start at the same bourand hour and over overa a similar course all accompanying yachts were turned back before dark and the genesta ff enesta and puritan were towed back to horseshoe the result of to days contest is thought by experienced men to be a convincing proof that the puritan can beat the cutter under any conditions GALvE GALVESTON stor STOX 7 the mews some weeks ago charged that nearly had been lost to the people and the school fund of texas by the mismanagement of the state land affairs or something worse in its issue of sunday morning the news editorially says on the sami saml same subject to show to what extent the school fund has been robbed in the last ten years some official figures are submitted in 1875 the new constitution gave one half of the public domain to the public schools J beside alternate sections located by virtue of railroad scrip at that time there were already located for the school fund acres and there were acres of vacant public domain which latter has been exhausted during the past ten years the school fund under the constitutional provision donating half the public domain to that inand fund calf ought to have received OCA acres being half the land disposed of in th that at time which added to the acreage owned by the school fund in 1875 would make a grand mud total of acres of sc school hoofland land less acres that have been sold thus the school fund now to have unsold located lands amounting to acres but it has in fact only 2467 acres this fund then says the neto has been defrauded of acres worth some time there will be a sure enough investigation of land matters in this state twelve million acres may be a small matter but it billheimer Bill helmer one of the attorneys went to canada shortly after they disappeared and aud came across them in hamilton ontario Bill billheimer helmer helmen has returned he says when when I 1 arrived in hamilton I 1 found three of the gloomiest gloo trustees I 1 ever saw ilmy in my life they looked sad and forsaken but offered no apologies or explanations concerning their schemes they blamed a chicago party arty for a good part of the mischief I 1 dont 11 belle belie believe belleve e the trustees have much left but I 1 think the chicago man beat them out of about all they had raised on the fraudulent warrants because the paper was made out to his order and aadne tle tie made no promise to hand over the money to them as lie he disposed of ot the papers apers in fact however neither of tiem teem them can approximate how much paper they had issued the total amount cannot be less than for the three townships this and the fact that posey county has discovered an apparently illegal issue of wom WOW on certificates by a former trustee has caused consternation among the people of that section and may result inan in an extra session of the legislature for the purpose of amending the laws which at present allow the township trustees almost unlimited power in raising money indianapolis 8 abarge A large meeting of citizens was held tonight to night at the 3 masonic hall
