Who among his millions of listeners was going to book passage the next morning for a swing through the Orient, hoping to rap with the domino leaders? One American, however, was at that very moment acting on his advice. It was the secretary of state, William P. Rogers, and he was in Manila, talking to just the people the President said should be consulted if there were any doubts as to why we are in Vietnam and vicinity. Unfortunately, all Rogers could seem to find were people saying, in effect, "Well, the domonio theory is obsolete. round-tabl- e Psst . . . Right On! The evidence is growing that the secretary of state needs some secret allies of his own in the White Honse. Afterwards, presumably when Henry Kissinger had explained to him that one of the purposes enterprise was to display the Presidents unpredictability to our enemies, Rogers realized its value. Even when it was oer, the White House forgot to tell Rogers what an unalloyed triumph it had been, and the secretary of state, again out of step, said he thought Cambodia had helped Communist China rather than us. of-th- e He should be more aware than most .it of the Presidents unpredictability, one point recently, he was under the li impression that our policy in the was one of dispute Dutifully, he drew up a peace plan, which received considerable attention, although not from the conArab-Israe- testants. Surprise, Surprise Almost the minute he left town, everything changed. While he was up in the air, his position was blown out of the water. The President decided that what was brewing was a collision of the superpower in the Mideast and that we were open allies of the Israelis. Rogers, like the rest of u. seems to have learned it from the televison, and may have been equally surprised that the matter had taken so sharp and ominous a turn. Rogers is a straighforward man, and he apparently takes literally what he hears. He has not learned from the attorney general, John N. Mitchell, who is consulted on foreign policy matters and has fashioned the motto of the administration: Dont watch what we say, watch what we do. The attorney general just recently showed how it works. On July 4, in Texas, he made a stirring, startling speech in praise of dissenters. They might be unmannerly, unkempt ana unreasonable. he said with a straight face, but we must learn to love them. Thats what he said. What he did was to work out with the Interior Department a new set of reglations which would limit the size of demonstrations and keep them away from the White House. trade as a He junk aitist. serves up slow stuff that causes batters to lose their timing and the You handle this one. Something like that seems to have happened with the strateSouthern gy of the Nixon Adminis t r a t i o n. Having failed with a hard line in the past, the administration is serving up some softer stuff. But the Democrats continue to slug away in a fashion that could cause them to overreach badly on the issue of race. The original Southern strategy featured a direct bid for the millions of votline ers on both sides of the Mason-Dixowho went fur George C. Wallace In the 1968 election. To win their support, the Nixon Administration took a broad range of different measures. It moved to slow down the pace of school desegregation in the South. It nominated for the Supreme Court two Southern judges known for hostility to integration. And it took stands on such issues as defense and tariffs that were supposed to promote the interests of Southern Republicans. n By Bennett Cerf OVERHEARD: A night club comic demolishing a bitter rival: Hes a spoke trying to act like a wheel! An old, old Defender of Segregation These tactics did not work well. Wallace won the Democratic primary for governor of Alabama, thereby proving that he could outbid the Republicans as a defender of segregation. The defeat of the Haynsworth and Carswell nominations In the Senate made the President look bad and embarrassed Northern Republicans who went along with the administration. Internal Republican fights in Florida and Virginia underlined the difficulty of trying to manage bits and pieces of local politics from the White House. These failures coincided with the establishment inside the administration of Answers to Weekly Bridge Quiz a cabinet committee on school desegre-gatioThe cabinet committee ended what had been a bitter feud between the Justice Department and the Department of Health, Education and Welfare. Not long before that, the administration reversed its previous policy with regard to private schools set up to ci. romvent integration of public schools. Henceforth these schools are to be denied tax exemption a ruling which practically eliminates further development of such Instititions. A couple of days earlier, the administration filed suit against 46 Southern school districts that have refused to eliminate dual school systems. More suits are in the works. There actions would surely not have been taken a year ago. But the change in administration tactics seems not to have registered with the Northern Democrats. At a recent meeting of a Senate committee, for example, two of the ablest young senators, Walter Mondale of Minnesota and Birch Bavh of Indiana, tore the hide off the Justice Department in the person of the assistant attorney general for civil rights, Jerris Leonard. Letter, Mondale charged that the administration was interested only in the letter, not the spirit of racial equality in the schools. He said: The real Issue is Integration and quality education.
