as would in its consequences materially imperil the prosperity of the country and well being of the people the latter consideration applies with espe cial force to the mountainous states and it unnecessary to go igo in into to any elaborate statement of the consequence which must inevitably follow sueh each reckless waste and destruction other countries where a similar arrillar course has
