held at salt lake city on march maich 1878 to express their views upon the bill now IRen rending pending diug dlug before your committee having for its object the abolition of the offices of surveyors general as now constituted and the substitution there for of a general office in the city of washington a committee was appointed to prepare an address which committee having reported the following was adopted as expressing the sense of the meeting addre ADDRESS that such proposed change will seriously affect the business and convenience of the residents of the territory errit ory of utah and we respect sr T ully fully submit the following reasons why way such bill not become law ii on examination of the business done in the office of the surveyor r general of utah territory for the past year it appears that the most important import sint branch of business trans r acted is to that connected with the survey of mining claim claims both in K regard to the aggregate amount of work done and the value of that work 0 wing to the many difficulties encountered countered an ln in making surveys i r of mining cl claims ainis due tn he the rug ged nest nesi othe otha of the tha country where the r mineral is found and the want of accuracy in locating such euch claim etc etc about 90 per of the surveys returned to the office of the surveyor generah require sub f sequent correction this state of affairs cannot in anyway be remedied by a change in the present system mining being the leading industry of this territory in large part A orting all other classes s of business should receive paramount consideration under the present system the surveys when returned to the office of surveyor or general are revised corrected and approved without delay delays while if the system is to changed and aad the notes of the mineral surveys have to I 1 be fw forwarded crded to washington it would cause a delay of several and prove in hi all cases casee a great loss of time and money to mine owners again before such surveys can be made it is necessary ia the majority of cases that the notes plats plate etc of previous ous oua surveys kep on file in the office of the bur aur general he be examined in con with th the work to be done 1 l f A removal of the office of the surveyor gen general erfel erfil would in such buch cases cause serious inconvenience and increased to mine owners and bince this branch of the business ia Is self supporting injustice would be done them without ade quate gain to the government another branch of the public sur veys voys which is very important tant taut to residents affecting farmers and other landowners land owners is the supplementary agricultural surveys this I 1 work being also aiso self t legislation increasing the cost a and nd delays attending the making of such surveys should be avoided both ef of the enumerated classes of work require the presence of a competent official to direct revise and correct them and such off iclal official should have in his office a copy of all notes and u plats of surveys made aswill as will aid in S the prosecution of the work to be done in regard to the surveys of the 1 agricultural lands of the united H hirtes hertes while the proposition to substitute salaried for the present system of performing the H work by contract meets with gen era favor it is our belief that this f
