' ? Instead of being criticized for in - fact, Secretary McNamara should have been attacked on another the failure to act on point one of the 1961 recommendations, to back up the South Vietnamese army with American tactical air power. Very few people are aware of it, but the fact is that the most important part of President Johnsons Pleiku decision this winter was not the order to bomb North Vietnamese targets. For Show pooh-poohe- d -- General Harkins and Secretary of Defense Robert McNamara were bitterly denounced for estimates of the war situation in 1962. There are no legs. The patient assumes the upright position by rolling the hoops forward. At this point he may step out of bed instead of first sitting up, and then putting the legs over the side, and reaching for the floor. This has many obvious advantages, especially when the patient has arthritis, paralysis or bladder trouble. Ob ious Advantages When the bed is horizontal, a special canvas rig can be Inserted into place over the body of the patient. The hoops are rolled 180 degrees until ' the individual is on the abdomen instead of the back. He is now supported by the rig which is lowered away from the mattress. This exposes the back for cleanings, an alcohol pressure from a bed sore, or just a welcome change in posture. The man or woman may remain on the tummy for hours, reading or watching TV. This bed is most helpful in the nursing ,care of a person with certain fractures, extensive burns, stroke or recent surgery. Floating Derice The floating bed is a neweo-- mer that sounds more interesting than practical. The individual lies on a waterproof sheet that is placed, oven 'tank "of water. Levers at the foot of the bed control the temperature and circulation of the water. The device was developed originally to simulate weightlessness for manned flight research. The occupant is buoyantly supported with minimum pressure on any part of the body. We have no way of judging how it compares with an air mattress, and time will tell whether it is of medical value. l As the decision was implemented, the bombing sorties against the north were more for show than effect for many months on end. But President Johnsons simultaneous removal of all wraps from the use of American tactical airpower in South Viet Nam had a profound effect. Without this other, much less publicized step, the war might well have been lost by now. And if this same step had been taken when the American contribution was increased in 1961, the war might well have been von in thp period when the VieLCong were so badly knocked off balance. Relevant Facts Aspect In these circumstances, the really disquieting aspect of the Presidents press conference was the interminable and effusive discussion of negotiations with the North Vietnamese. This has left the impression, in the country .and throughout the world, that the U.S. is prepared fo stop'fight-in- g the next morning after being asked to begin talking. The big if, of course, is whether enough progress can be made in. Viet Nam to force Communists to ask for negotiations. If that happens, one may be 'quite certain the ' circumstances will broadly resemble those in Korea in June-JulJ951, when the Chinese Communists ' asked for negotia- - tions. Superb Recovery The reason for the Chinese request was simple. The U.S. and South Korean armies had made a superb recovery in the months since the disaster on the - In Yalu. June-Jul- 1951, a a direct power- ful offensive threatened the whole Chinese and North Ko-- -, rean front. That was why the Chinese were ready to begin talking. Unhappily, the offensive was stopped dead in its tracks when talks were requested. The Chinese got a respite.
