Show AN AH ACT OF COMMON JUSTICE A COMMITTEE has been appointed by the city council to consider and report upon a proposition to appropriate money from the funds of the city to the estate of the late marshal andrew buit we believe belleve that a liberal appropriation for this purpose 40 will be endo endorsed raed by all blatses of citizens the deceased marshal was held in high esteem by the people as well as by the city fathers athers his long services his eminent abil abilities hies his incorruptibility evidenced by the fact that after thu the many years he has been in office and the frequent opportunities to make mabe money improperly he died with but little means his fearless nesB ness wise management excellent judgment and adabie disposition lenaR gere sred ared A him bit to aut duj av linew i niu uin auw nua nis nia is equen auen taking off was universally r regretted e gret ted when an officer of his hia standing and faithfulness loses his lite ilfe in trie the public service it is but just and proper that some substantial proof of the public recognition ot his worth should be maue to his family surviving it is the only way by which the appreciation and gratitude of the people can be fitly exhibited hibi ted and in our opinion it ought to be done in no niggardly spirit let the thing be done handsomely or not at all precedents for this kind of memorial can be found in all large cities in every civilized country so BO there need nedd be no timidity on mat acore if there is doubt as to the authority of the council to appropriate money for this purpose we think that should bo be dissipated by section 73 of the city charter thia this gives the council power from time to time to require further and other duties of all officers whose duties are provided by the charter pre proscribe prescribe the duties and bowens ot all off officers leers appointed or elected and 41 arrange the fees and fix the compensation pensa tion of all officers 21 etc the council connell la Is not tied up lu in the matter it can enlarge the antles a u ties of officers and say aay what their compensation shall be from time to ume time it is not bound to do this by ordinance either no amount of compensation la Is largo large enough to cover the service rendered by andrew burt which cost coat him his life but what can be done ought to bo be done for the benefit of his family who depended upon his labors and salary for their support we consider that common justice the esteem in which the late laie marshal was held his eminent services to the comman community ity lly and the encouragement that a liberal policy wili wiil 91 give V e to other omm off meers officers to follow hib his honest courageous and steady example aini cry aloud for a generous appropriation to hia hla estat estate band and that notting less will be satisfactory t to i the tho citizens and creditable to the city council |
