Show att AN AIT OF prevention ETC IN the minutes of the proceedings of the city council on tuesday april aspril lith appears the following as published d in the EVENING NEWS NL ws ol of atric the special committee appointed to locate places where oil warehouses might be established within the olty city recommended that block plot A be designated abone aa one places place ati oil warehouse ware honee being a already established there by tile tiie continental tin oil that by permission of hon wm win owns premises promises the northeast corner lot of block plat A bo be designated as aa another place both locations being on the line of utah atall central railway rall rali way the latter the on accepted by the standard oil company for the erection of its feare house alo that by permission of mr glenry henry of the denver arlo ario A blo rio grande railway ballway company two blocks lying on fifth west street between fourth an and d sixth south houth or the tha block lying ly ing 1 on sixth west tf treet between second and third south streets on the denver rio bio grande grounds bp be designated as the third piam pisco the commit committee tee teo further recommend that permission be ba granted to any and all persons establishing oil depots in any of the locations mentioned mention eci oci I 1 to lay and operate side tracks in front of their respective pi demises on the streets as they may deem necessary tho thu report was adopted and theo the committee discharged at first eight this may appear all right the special committee no doubt considered the places designated suitable spots for the erection of the buildings required and the city council accepted the committees tees teals recommendations but on second thoughts queries annae aris easto as to the propriety of storing inflammable fluid in large quantities within the limits of the city or at any rate in close proximity to dwelling houses hoube the last lasi named place for an oil depository tory is perhaps not liable to very grave objections it la Is open aroun che the nearest buildings of any great value are thosa belonging the rio grande company and the superintendent beems beema to have no objection to the erection or of the warehouse the freight secured for fon his hit road noad la Is probably inducement enough to more than counterbalanced any drawback that such a storage building might be to the Com companas Comp anys panya premises but how about the other piam places the spot recommended for the warehouse of the continental oil campany is in the nineteenth ward a 8 little distance north of A he soap boap works ivo vvo no Na houses exist at present ou on the east any bearen than about a block away but on the west just across the utah central track there hiete are a great many dwelling houses which araJi dely kely to increase in numbers and importance but not in value perhaps if the oil wot wol warehouse nehome stares them in the face with its possibilities ties of danger and its standing cause for alarm Tho place for the standard oil company depository seems to be still more it la is wo we understand two blocks norm north of the depot and one block west of union fi quare that is a thickly populated neighborhood in the hix hin ward if there is any danger to property from the continental warehouse there la is still more from the standard warehouse and the value of the property exposed is much greater than filat to the north the spot recommended 8 ears earb eais even more unsuitable than tho the other the question may be asked where is ia the clanger danger the answer may be soon scon obtained if any one will reflect a little upon the damage that would be incurred in case of lire fire think of the spread of the flames from froin the burning oil coal oil to the houses to in blazo proximity F the building contain containing trig the highly in flam fiam flammable flamma maDle madie dlo dle fluid should bo be struck by lightning a not unlikely event in this region imagine the danger from an explosion but it ic may be urged these are all contingencies that may never arise true and then again who can bay say with assurance that they will nou not it is pr precisely eckely that very uncertainty that will render lender them a continual linual menace to the people living in their immediate vicinity and it must have an effect upon the value of property in their neighborhood it will depreciate thas thai value considerably any poison thinking of buying a house or a building lot would take into consideration the existence near by of a warehouse Jn flammable inflammable material in large quantities was stored and rate its value with a con considerable rebate suppose the depreciation to be only t ten tun e n per cent the aggregate would b be e a very large amount it may be asked whether the people in the neighborhood mak make a any objections of this kind and if so whether they have been considered to the first question we can answer most positively yes hearing of such objections we have made inquiries and learn thattie people in the vicinity of the continental Comp company anys warehouse have protested strongly against it but their protest was waa of no avail also that the neighborhood of the standard companas Comp anys warehouse intend to enter protest if they have not done to EO already a ir eady but have ex pre pressed sud the op opinion i nion that thai as aa no notice was taken ot of the e nineteenth ward citizens protest it would be but bat little use for them to expostulate we think they are mistaken about thia and also in some of the doubts expressed about the indisposition of tho the city jo uncil to listen to tey the voice of the people we believe belleve that the council deilke to redress every grievance that comes within their jurisdiction and ana to nake make heir their t decisions conform to the public welfare they recognize the fact that they are public sor servants and that it la tho general that is ia to bo be bought sought wo we do not pretend to be ba able to judge in this matter maiter but we may and do call attention to tolt toil it as of some importance it appears to us that places might be chosen outside of populous limits if not outside of the city boundaries which would not be open to the objections urged against the present selections select lono iono farther north there is an abundance of open ground near the line of the railroad which would befree be free tree from the objections named it may be said that this would be an inconvenience to the oil companies and might either lessen their profits or slightly raise laise the price of oil admitting this thi which is of the tho more importance the convenience veni ence or profits of one or two business corporations or the convenience safety and property of a large body of our citizens elti eitl zens the powder explosion fresh in the memory of the people waa wea a lesson that we ought not to forget danger was not apprehended much until the catastrophe came the magazines were safe under ordinary conditions dit ions but the extraordinary and the unforeseen un forseen occurred end and we know tho the result there are now no advocates of storing powder within speaking distance of any populous district illuminating oil is ord ordinarily in safe but the many accidents that have occurred prove that it contains elements of danger common prudenc eit elt appears to us with the warning of the past suggests that the danger be avoided before the unexpected transpire an ounce of prevention Is worth many pounds ot of cure we commend this subject to the kindly consideration of the city council feeling sure that they will study the beet interests of the people specially concerned and the safety as aa well as convenience of all |
