Bemick Tribune Business Editor The failure of the United States Tariff Commission to make recommendations as instructed by the U.S. Senate on relief for the domestic lead-zinindustry is disappointing on many scores. First, the majority on the commission found that, in their opinion, they had no obligation to act as an arm of Congress in making specific recommendations. The net effect of this is to cut some of the ground out from pnder the western mining senators and congressmen in framing legislation. The moral and- - statistical support of a commission finding would have helped in getting tariff legisla tion through the Congress and in seeking" presidential ad provaL , It is certain that the refusal of the Tariff Commission in this regard will again highlight the need for reform of the agency, particularly the elimination of split decisions of recent years which have confused Industry and alike and impaired the meaning of Tariff Commission review. a Secondly, the commission action is another blow at western resource development c , d V Singularly Important for West Area Market Strength C New York Times Service .
