| Show HIS FIRST BILL IN the route rouie of representatives on the 26 th of february hon john T calne caine delegate from norm utah introduced trod the following bill which was read twice referred to the committee on the judiciary and ordered to be printed aa A bill ul providing fon ron the elect election lon ion cf certain officers ot of the territory ot of utah be t enacted by the senate and hmmon house cf of the united states of cf america tn in congress assembled that at the election to be held in the territory of utan utah on tho tto first monday in august aug 1833 tho tha qualified quail fled tied electors ot of said territory may voc net only for members of the tha legislative assembly and other of ficera whose eleo elenoa oa falls upon that day but for tor all territorial county and precinct officers in the same way and with the same effect as they might have dono on the tha first monday in august last I 1 it if the commissioners appointed a under the act ot of march 22 iea a not railed failed to appoint registration and election of floen officers provided abat their terms of office shall shail expire at the same time they would have done had they been elected on said first monday in august 1682 1882 and in the meantime the duties ot of said offices shall continue to 10 be performed by tho the persons now holding said offices agreeably to existing laws the object of this bill was to prevent any further farther difficulties as the consequence of the failure of the last august election which did not take place because of the vacancies in the registration and election offices of the territory under the operation of the edmunds bill no appointments point ments to fill them having been made by the commissioners the hoar rosr amendment was intend ed to cure the evila supposed to have grown out of the lapse of the election but inconsequence in consequence of the utter lack of understanding in congress of the real situation of utah affairs that hasty piece of peculiar legislation only tended to create the troubles which it was designed to avoid mr caines bill having been introduced trod so late in it the session as early however as aa wa wat pos poE possible sIble under the circumstances did not become a law but there will be no difficulty unless some turbulent persons seek to stir up strife in regard to the offices which were not refilled re filled at the last august election the incumbents whose successors should then have been elected will simply hold over until august 1881 and the public business can be transacted without any legal obstacles in tha way the passage ot of mr caines bill would have settled r all controversy but it I 1 Is only factious opposition which can make mahe ai any ay disturbance tur bance of the tho present peaceable condition of our local affairs |
