that there be printed four thousand copies coples of or the annual report of the geological and geographical h survey of the territories nor for 1874 two thousand copies for the department apart ent of the interior and two thousand t ou nd copies for the smithsonian in institution tit ution he also aiso by unanimous consent submitted the following resolution which was read and referred under the law to the committee on oll printing resolved by the mouse house of representatives presenta tives the senate concurring that there be printed and bound in quarto form one thousand copies of each of the final reports on the geological survey of the territories ri tornes tories foi foe distribution by the smithsonian Smith ionian institution F AMENDING THE REVISED STATUTES mr sir POLAND this work of revision was done by three commissioners sio ners tile the work being davi divided tied between the three there was occasionally sio hio nally some somo matter that was left out we have endeavored as far as in our power to supply every omission of that th atkind kind I 1 shall be glad alad to answer any my 0 question in reference to any one of the matters we have corrected corl 1 but I 1 feel it my duty to ca call cali l I 1 the attention of the house to two matter matters 3 that otherwise would have escaped their attention the committee have felt bound as we assured reathe the tho house when we had bad the levision before the house at the last session that it was the intention mention of or the committee to make no change in the law whatever we have feltie felt feit it our duty where any error has come to our notice to bring it before the house that it shall not be said bald there has lim been any change of law through the action of the committee that has not been sanctioned by congress on the nath page of this bill bili beginning at the ninety sixth line section 1845 1842 is amended by adding thereto the following proviso provided that so bo much of th this is 19 section as provI provides ples pies for making any aay bill passed by the legislative As of a territory a law without the approval of the governor shall not apply to the territories of utah and arizona I 1 the commissioners who made the revision were undoubtedly authorized by the law under which they were appointed to make changes in the law to a greater or less extent so as to produce harmony harmon yand nd symmetry these territorial acts providing for the formation of territories were all alike int in belr their genera general scope but there were differences in detail in their provisions and perhaps there was no pa part rt of the the commissioners where they had done more in tho the way ol 01 change than they had in these t hes 0 acts establishing territories they endeavored deavo red to make them symmetrical and to make thein them all alike alikes so that these minor differences between the various aeta acta they struck out making them all substantially ly akikie alike the organic acts establishing the territories contained provisions that where a bill passed by a terral territorial legislature was disapproved by the governor or lie he refused io sign it the bill might be bypassed passed over veto or his objection by a two thirds majority of the legislature but that provision did not apply to the territories of bf arizona and utah the organic laws of those two territories gi give tho the governor an absolute veto upon the me acts the legislature but the revis ers in going over the territorial laws out this difference and put utah and arizona on the same footing bootin j in I 1 n this respect as the other territories ri e and in in a great many other particulars they had assimilated the territorial acts before this revision kasac was accepted by thel the committee on the revision of tho the laws under the act passed at the end of the last congress mr durant was employed to go ovel ovet the work of the commissioners and strike out every change they had made the committee determined that it would be impossible to get jet the work vork of revision through congress if it contained any new legislation they therefore employed mr durant to ab go over the work of the eom com missioners commissioners ners and eliminate every change which the commissioners had ma made debut but this change hel heu failed to notice and t 11 e committee have therefore deem ed edib edit J t th their el r d duty u ty to bring I 1 it t b before Con congress gress grees with a proposition to make the law precisely the same as aa it was before in reference to the territories of the secretary of state is hereby directed to furnish for the use of the senate one thousand copies of the revised statutes of the united states and for fop the tho use uge of the house of statutes hall hali be published at lat a nixed fixed price to be sold to anybody who may desire to purchase them mr POLAND these Ite luo revised statutes are already printed the price has been fixed by law lim this bill merely provides for distribution to members of congress RANDALL Mr I 1 wish to ask gentleman whether we ought to make this provision for their distribution trib ution when they section the clerk read as follows SEC 2 that the secretary 0 state is hereby authorized to make arrangement with persons engaged in the business of selling books to keep for sale the revised statutes ary may allow to any such person keeping the revised statutes for sale such part of the 10 per der cent above the tha actual co as he may dham deem just and reasonable the SPEAKER does the gentleman
