To the editor: One wonders how many more spin-off- s from the Watergate caper, or affair, of phony campaign tactics and phony Nixon administration incidents will now surface in the wake of the Watergate investigation. The first incident of faking concerns Mr. Nixons race for governor against Edmund G. If a building is properly designed, electricity is the Lest source of energy for heating and air conditioning. In properly designed buildings, of which there are now several thousand in the intermountain area, including apartment buildings and schools as well as homes, so little electricity is used that the power company does not need to expand its capacity; the proper use of this power for heating just balances the system and reduces the peaking power demand I know of But unless the plans for this big school have been changed in the last few days, it will be the homble example of how to waste energy and resources for which I have been looking. This school will have very little insulation, so heat losses will be very high. It will have a central heating system with three huge boilers to be heated by electricity. Hot, water from these boilers will be pumped through at least a half a mile of pipes to lots of radiators around the building. These radiators will heat air which will be circulated by fans. An unofficial consultant who has seen the plans for this big school estimates that the costs for heating and air conditioning will probably be between $500 and $900 per, school day or over $90,000 for the school year. this school were properly designed, with automatic temperature and humidity controls in each room or working area, the total cost for heating and air conditioning would be between 6c and 10c per square foot, or not more than $32,000, possibly less than $27,000 per year for this 329,000 square foot building. He estimates that if this school were properly designed and equipped for electric heating, at least $300,000 could be saved in equipment costs, but this would cost the engineer as much as $15,000 in lost commissions. And, over a life expectancy for the building itself, the power company would lose over a half million dollars in sales of electricity. So neither the engineer nor the power company is eager to have this big school properly designed. Both would lose a lot of money. I should call this legal plunder, but I wont Fifty years ago, with cheap coal as the source of energy, nobody would have been concerned about the design of this building.
