Five proposals which would reduce state taxes were discussed on the show: An abolition of the 4.6 mill state property levy has ben proposed by Gov. Calvin L. Ramplon. If passed, state revenues will shrink about $9.7 million, Fisher said. Judd believes the property tax should be the first to be trimmed. Judd said if a sales tax reduction is imposed by Republicans, he would favor this form rather than Fishers plan because it would be of more benefit to low inccme people. A credit of $10 ptr person on the state income tax has been urged in the House. If the bill passes, a taxpayer will deduct $10 from his income tax for himself and each dependert to reimburse him for the sales tax he pays on food and drugs. Cost to the state would be about $10 million, Fisher said. Judd said proceeds from the income tax go tc the uniform school fund, and people with many children would have their taxes reduced and somebody else would have to pay for their childrens education. Another method of effecting an income tax reduction would be to adopt the federal income tax categories and deductions while retaining the present Utah rates. Such a change would save taxpayers $9 million and mean Utahns would have to compute their tax bills only once instead of twice as they do now, Fisher said. Bills in introduced the Senate, which would copy the federal law. make adjustments in the Utah rates so the amount collected is the same, but a single return is used for both state and federal payments.
