its second reading when councilor calne caine offered an amendment to pro vida that the city of bait salt lake shall not be required to transfer morg mora than one fifth of such fines lines and forfeitures fei tures in the liquor business councilor thatcher offered an amendment thavone that one fourth of the revenue instead of two fifth filth be a appropriated for the benefit of schools
