passed A message received from the kouse souse of representatives informed the tile council that the recommendations of the committee of conference concerning the amendment to H P F 8 providing for the appointment of justices j us tices cices in case of vacancies had been adopted councilor thurber moved that the listed articles in the thu bill in relation to mortgages mo ages of personal property e bo be stricken out and that th the section fieo tion cover co n nil all 11 articles not exempt from execution rejected handbill and bill laid over until tuesday C call F 11 the bill ao to license and regulate the sale of ilau liquors ors orb was then called up and councilor caine offered an amendment giving municipal cor corporations orations the power to apply I 1 this eill bill to their municipalities toy changing the words county courts to city eity councils and also re straining tho the county courts from in kerfey ing with the powers of incorporated po rated cd cities for licensing and regulating the sale eale and manufacture of malt vinous and liquors within city bound irles iries councilor E snow did not con sider elder the hill bill in proper shape just yet it did not cover the ground that be he wished to see sueh euch a bill do and the last proposed amendment appeared ared to him a little like clasa class legislation dation ration would like to see a portion of the revenue from licenses and fines nines in the liquor traffic set apart for school purposes ses ees in the cities as well weil eil eli ell as in the counties he hd was afraid that discrimination was being used in favor of the treasuries of corporations and against those of the counties councilor wells thought the bill had been pretty well considered and could ece no lecessi necessity ty for recommit ting the bill but preferred erred that it be continued to be considered in a committee of the whole councilor caine showed that different cities had ditl dill different brent hrent provisions and powers in their charters and if there were good points in this bill for any one or moro more cities to adopt he wished to give them power to use them theto A general bill would almost be b a an impossibility logan and provo had prohibitory powers and possibly sibly the tho city governments there preferred to use them than to be lle compelled to license the fhe liquor business etc on the other hand somo some corporations wele subject to the expense cf of governing the scum of society that gathered to these cen een centre tres and a jarge large revenue was needed the bulk odthe of the liquor was gold sold in the large cities councilor murdoch wished for full power to be given corporations to rovern govern this class of merchants in eaver eaven md other places in hla hia district irresponsible men were vending liquor and making bad citizens of our youths and he desired to place lace every safeguard around the them in re he was not so much m uch after revenue evenue ri as he be was to break up these low places and low characters councilor Tha thatch teher teber er said legislative enactments could not control the use of liquors so much as the moral sentiment of the community
