Hes the federal bureaucrat who, a touple uf and put jears ago, blew the whistle on himself himseli out of a job Hale, 48, was then staff director of a thing called the Federal Metal and Mine Safety Board of Review. Not only was he staff director, he was also the whole staff, excepting his secretary Hales complaint at the time was that he had been in the$21,0(Hl-a-yea- r job lor fouryears and never had done a lick of meaningful work. The board had been created to hear the appeals oi mine operators caught up in the prov isions of the 19(iC Mine Safety Act. But none ever appealed, and Hale spent four years in his oflic-e- , reading and listening to classical music. Beethoven was his favorite. Occasionally he would file a report to Congress, to wit, there informing it of the status of appeals were none. And, once a year, a five-maappeals board, made up of appointees from the public sector, would gather to handle the appeals which never came. In 1975, a crucial year for Hale, the board met and, in frustration, its chairman otfered a resolution instructing Congress to eliminate tiie Federal Metal and Mine Safety Board of Review. Hale now calls it the resolution. It failed for lat k of a majority. But in the spring ol that year. Hale revealed himself to the press. Childers and Paul Beaty, a graduate student using the project for a doctoral dissertation, developed the fish by artificially crossing largemouth bass with smallmouth bass. The goal was to find out whether the new fish might be a valuable addition to farm ponds and lakes. Early results are promising, Childers said. The fish grow faster than either largemouths or small mouths, reach sexual maturity faster and are g a fish, Childers said. Fishermen whove caught them go out of their way to remark how well they fight, he said. Unfortunately, they behave differently than either parent species in other ways, too. They show little fear of man or other predators. I realize reporters have to play up the Childers said, but I hate to see my spectacular, research and Pauls come down to the fact that these fish sometimes bite people. But they do. Weve had some problems with them in the pond. He cited the case of a woman who was attacked while swimming in the meanmouth pond. The fish jumped out of the water to strike hpr. Since other swimmers were only nipped, he theorized the fish may have been excited by the womans bright-colore- d swim suit. Childers dog also got into a scrap with the fish. The fish swam around the edge of the pond, following the dog, and the dog jumped into the edge of the water. The fish jumped out of the water nipping at the dog and dodging the dogs return bites. Childers said he and Beaty arent about to turn the fish loose until theyre sure they wont interbreed with largemouths and smallmouths, permanently altering those species. That testing period will take at least three years. hard-bitin- E)D2)0iDn:iQ(i(o ORDER BY PHONE A BIG DEAL WANT AD FOR THE SMALL INVESTOR SERTA SPIMALPEDIC Premium Quality Construction Extra Firm or Super Firm Shop Weeknlghts Til 9 PM Saturday 10-- 6 PM FREE DELIVERY 100 Miles 3 LINES 4 DAYS 3 .
