"Based on what we have so far, it (the project) looks pretty viable." A consortium called Mumet, made up of Earth Sciences Inc. National Steel Corp. and Southwire Co., plan to build one of the first domestic alunite mine and processing ptant complexes in America. The development would be 20 miles southwest of Milford. According to the document, the plant would produce up to 500,000 tons of alumina yearly, as well as 370,000 tons of potassium sulfate fertilizer and 20.000 tons of aluminum fluoride. About 1,200 workers would be employed during the 42 months of plant construction, and 1,000 weadd work there the 25 years of the plant's life expectancy. The process would use about four million tons of alunite ore per year and up to 1,525,000 tons a year of phosphate rock hauled in by rail from Idaho. The site would feature a 240-aopen pit alunite mine, a waste rock pile and a processing plant complex. Included in the plans are a 75 megawatt generating plant to provide electricity needed for the processing, tailing ponds that would cover 1,250 access railroad spur and a acres, a highway, water wells, service roads, communications facilities. "The proposed action would result in socioeconomic impacts to the communities of Milford, Millersville, Beaver (all Beaver County) and Cedar City," the report said. "Atmospheric emissions of particulates, sulfur oxides, nitrogen oxides and fluorides would result in deterioration of air quality. "Construction and operation of the mine and processing plant would result in varying degrees of damage to soil, vegetation, wildlife habitat, aesthetic values, land productivity and euitut al iCIPUIALLCIO on 2,715 acres during the project life," the document continued. The Alumet partners have applied for lease rights on 13,828 acres of BLM land where they believe sufficient alunite deposits exist. Total unemployment for June was 38,000, down nearly 10,000 from the record 47,800 a year ago which marked the recessionary peak for the state. But a key part of the story, Welch added, is the substantial improvement in the duration of unemployment. About 18,900, or nearly 50 percent of those seeking work, have been unemployed less than five weeks. The insured side of the jobless; count is also showing improvement as recovery factors in Utah's economy continued to expand.
