President calls for Angola cease-fir- e Continued from A-- l S. servicemen were being said ex-irained for mercenary work in a operation at Ft. Ben-nin- d Ga. But todays article said the center of recruitment has moved to Europe, where some African embassies are quieliy recruiting Europeans, using American and other funds. Administration officials have denied that American mercenaries were being used but declined direct answers when askeu if ioreign mercenaries were being hired. Saudi Arabia is preparing to contribute nearly $50 million to forces in the Angolan civil war Newsweek magazine reported. The magazine, which did not designate a source for tne report, said the money would be used to buy weapons or logistical support for iorces in the African nation. A U.S. diplomat delivered a message on Angola from Ford to Ugandan President Idi Amin in the first major diplomatic contact between the countries in more than a year. The message turned over Sunday was not expected to lead to any quick improvement in U.S. Uganda relations, diplomats said. Ford, describing the Farm Bureau speech as his "first major address" oj the Bicentennial year, said he opposes the idea of grain sales diplomacy. Farm groups in general oppose any move by the federal government to control U.S. grain exports, He said there were "some in Coi ngress who now are questioning the wisdom of grain sales to the Soviet JUnion because of that nations intervention in Angola but that he viewed any .such action as a "serious mistake." anti-Sovi- The Russians car get along without American grain and ignore U.S. views, Ford said, telling his farm audience that "linkage of grain with diplomacy would moan disruption and hardship for you, the farmer, a serious increase in tensions between the worlds two superpowers and no effect in Angola." Ford also took a jab at Congress over the Senates year-envote to cift off current military funds for U.S. d irvnc in .Ananla He said, "We favor an immediate cease-fire- , an end to all outside intervention and a government of national unity, permitting the solution of the Angolan problem by the Angolans - United Press International Ronald Reagans road show opened in New Hampshire today and President Fords bid for renewal of his run in the White House took him to St. Louis to talk with farmers. Reagan was to fly to Manchester, N.H., this afternoon for his first three days of primary campaigning. He planned stops in at least 17 isolated and mostly conservative-leaninhamlets. g Even before his arrival, Ford backers were criticizing the former California governor's most controversial proposal, to cut $90 billion worth of federal projects and return their functions to the states. Ford supporters raised tie prospect of increased local taxes as a result of Reagans proposal. Ford addressed the American Farm Bureau Federation in St. Louis today. Although the trip was billed as "nonpolitical, it was considered unlikely Ford would hurt his campaign by defending his farm policy at the convention and discussing affairs of state at a meeting of regional news executives. Agriculture Secretary Earl Butz told UPI Ford has been hurt politically among farmers because of last years temporary embargo on grain sales to Russia and Poland. But Butz said the President will be in good shape politically by November and would get above 60 percent of the farm vote if he runs against Hubert Humphrey. As usual. Democrats were campaigning all over the country, with some attaching their hopes to the first balloting of the year two weeks from today in Iowa precinct caucuses and a week later in Mississippi caucuses. Fred Harris, who traveled cross country in a t, publiccamper last summer, revived that ity-laden mode of transport Sunday for three days of campaigning in Iowa. Blistering GOP fiscal and monetary policy, Bayh proposed an additional $4 to $5 billion tas cut is 1975 and more public service jobs with an emphasis on quick-star- t projects. Sargent Shriver campaigned in Tupelo, Miss., Sunday, saying, "The most important thing we have to do in the next four to eight years is unify America. This country has to decide whats important and then on goals." set out to achieve Two polls this weekend showed dissatisfaction among the public. An NBC poll showed majority of aged Americans are angry at the federal government and worried about the economy, although 67 percent have "quite a lot" of confidence in the nation's future. A poll of 400 New Hampshire residents taken for the Peoples Bicentennial Commission showed 61 percent felt none of the presidential candidates is talking about "the real economic problems and 58 percent think both parties are in favor of big business rather than the "average worker. In 1976 themselves. We are working closely with many other African countries to bring this about countries that realize perhaps better than the U S. Congress that our continued efforts to counter Soviet and Cuban action is crucial to any hope of a fair solution." Ford pledged "to do everything in my power as President to keep farm income high," and he announced that he will ask Congress to revise family estate taxes "so that farms can be handed down trom generation to generation without forced liquidation of family enterprises" to pay tederal estate taxes. Aides said details of the tax proposal would be spelled out later. The President said, "Too much labor and love go into development of a paying farm to dismantle it with every new generation."
