Dr Thettatere r',,,traseper, assistant it ecietary for health, said, "It's really not as bad as expected when we went in to find out how bad it over-medicat- was." Cooper was describing to newsmen at a seminar results of the survey, which he said is now ready for printing. Some of Cooper's remarks were in a prepared text which he referred to but did not read. The survey was based on unannounced visits to 300 skilled nursing homes serving 283,000 patients, he said. The homes were in different parts of the country. ' He said the department would emphasize programs that increase the quality of nursing home care and that encourage home care for more elderly people. "I am' thoroughly convinced that the quality of care in nursing homes throughout the county would be much higher if physicians had taken a personal interest in the management and care of their patients in these facilities," Cooper said He said part of the problem is that physicians tend to concentrate on tit HEW-sponsor- Wood R. preservation of Me rather than the "dignity of death." The survey showed that some physicians "just dumped thoir pafients into limning homes and forgot them," be said. In some instances resulted when physicians faBed to discontinue orders no longer needed, Cooper said. adding, in another ease, there was riot clinical evidence to indicate the need for prescribing some i otentially dangerous drags, Doctors who conducted the government survey reported Patients records are Lwowplete, mixed up or not signed, Cooper said. "In many cases, attending physicians underrzported many impairments such as loss of sight, bearing, and amputations as well as senility tn chronic brain syndrome," he said He said 89 percent of the patients had their menus planned for them in wilting, but 51,668 refused more than half the meals served them. mmoto - systems for build- in- - Friajt)1. ings in the - termountain area;", died ..
