appropriation bills general and permanent legislation this tills practice opens wide avide the door to hasty inconsiderate and sinister legislation it invites attacks upon the independence and constitutional powers of the E executive becu by providing an easy and effective elve olve way of constraining executive discretion although of late this practice has been resorted to by all political parties when clothed with power it did not prevail until 40 years after the adoption of the constitution ution and it is confidently believed it is condemned by the enlightened t judgment of the
