Gov. Calvin L. Ramptan told Kiwams Club Salt Lake Thursday afternoon. said he is unimpressed a recent cut in the prime .rate and reported slowdown during the last quarter in the He by iret index. Every indication, including the present round of wage in creases, points to increased inflation, said the guvemor. As for Utah, he told Kiwan-ian- s its finances are in the best shape in many years except for the disturbing fact that when inflation ceases it will face a difficult situation. To meet this problem, he said, the state should try to maintain modest revenue surpluses of about $10 to $12 million a year until stability is reached. Normally, state revenue User Fees Dropped On Recreation Areas The law authorizing collection of fees for using federal recreation areas expired this week, leaving two agencies' with different policies until Congress decides to pass additional legislation. Until a decision is made, there will be no charge for use of recreation sites on national forest land, the Forest Sendees regional office in Ogden announced today. Robert D. Nielson, state director, Bureau of Land Management, said he has been instructed from the BLIvI national headquarters to charge daily user fees where a charge has been made in the pasfe A spokesman for the Forest Service'said a recreation site fee- System to replace the - Golden Eagle Passport program will be delayed. Action taken by the House Interior and Insular Affairs Committee rnay extend the charge program under the Land and Water Conservation Fund Act of 1965. On March 26, the full House Interior Committee approved and reported to the House an amendment to SB2315 passed last year. That amendment would extend the Golden Eagle program until Dec. 31, 1971, and authorize an increase in the annual fee from $7 to $10 The committee would authorize the secretary of interior to complete a survey of the fee system and present his recommendation to Congress prior to Feb. 1, 1971. . y - would grow about 3 to 4 per cent a year, said Rampton, but it has been rising so much faster during the last year and a half that it has been absolutely impossible to estimate it. W'v V In January 1969, income tax revenue for tl.e current fiscal ypar viac estimated at $52.5 million, he said. This was re- vised upwaid to $56.5 million last January, and today the estimate is $57.5 million. No single element of the economy is to blame, said Rampton. All are exerting inflationary pressures. As a matter of fact, wages are one of the lesser factors, he said. For example, in 1949 an average home cost $9,780, with $3,227 of this labor. The same home in 1969 cost $20,534, but due to increased productivity, the labor portion has gone up only to $3,696 a 14 per cent rise. During the same period, materials went from $3,500 to 122 per cent; land $7,800 went up 300 per cent; profit 90 per cent and overhead and finance 310 per cent, said the governor. In answer to a qeustion from the audience, the governor said he doesnt think lnbor would revolt if a lid were clamped on wages. He noted that George Meany, president of the AFL-CIhad advocatcontrols. ed wage-pric- e In an emergency situation, someone has to get hurt," said Rampton. The last ones to get a wage or price increase would get the break.
