Federal bankruptcy court referee Sidney C. Volinn, to whom the Pilots had turned for help from their financial woes, ruled Tuesday r.ight that a $10.8 million offer from the Milwaukee Brewers to purchase the franchise was in order. Since the American League had voted approval for transfer of the franchise from Seattle to Milwaukee in a telephone conference call Monday, the moment Volinn gave his consent to sell the Pilots became the Brewers.
