WOODWARD Ate, Co The government's spending next year, based its currcnt budget proposal, will work out to $940 a person but Utahns won't be carrying their share of the load. The Tax Foundation, Inc., has allocated the budget burden by states and finds that Utah's share will be about $727 per capita, based on allocations of around $744 million. In a way, that's a misleading figure because the $940 will not be paid directly by each taxpayer. Corporate income taxes, which supply a big portion of the total budget. are paid by the separate but passed on in the form of higher companies prices. This figure follows the new way of accounting which includes not only regular budget spending, such as defense outlays, but also pending from trust funds such as Social Security and highways. The receipts are estimated at $178 billion, if a proposed tax insays the Tax Foundation crease is approved. That figure is still shy about $8 billion of the estimated spending. The Foundation uses a special formula to distribute the tax burden, and finds that on a stateby-c. stat basis, the burden ranges irom a high of $1,495 paid by people who live in Delaware, down to $468 paid by residents of Mississippi. In fact, only 14 states in the country (and the District of Columbia) ar carrying a higher than which means that the average burden in those states are helping out the taxpayers in 36 other states.
