Show May 30 1973 Knock knock let us in President Glen L Taggart has indicated a desire to be open and responsive to students Yet the administration has refused Student Life access to some of the most bodies on campus important decision-makin- g The Institutional Council met recently to discuss and act upon several matters important to students Among them was the fee increase which has become a vital issue to most students but also among them were decisions concerning the budget General budget decisions have become important to students since we we have become involved in investment controversies and have heard rumors of federal cutbacks in the library program and deficits in the sports department The fee increase was brought before the council in an open meeting and we were able to report it immediately but the general budget was discussed in a meeting of the Business Affairs Committee to which we were denied access The Business Affairs Committee is a standing committee of the Institutional Council which the public attends only by invitation and to which Student Life was recently refused access If we examine the law we find in the Utah Code that “All meetings of legislative bodies or state or local agencies including school boards and boards of control of state universities and colleges shall be open and puDiic and all persons shall be permitted to attend any meeting of these bodies except as otherwsie provided’’ The exception provided for is the executive session The council can hold executive sessions from which the public is excluded but no ordinances resolutions rules regulations contracts or appointments shall be finally approved at such sessions Therefore any decisions of this kind must be made public If the decisions made by the standing committees are to be made policy they are brought before the Institutional Council by saying “We move the action taken in this committee be accepted by the council” Those actions are not explained in the public meeting of the council but show up weeks later when the minutes are finally compiled Meanwhile the students are uninformed What would have been the result if the fee increases had been decided upon in one of these committees to which the public and press are not invited?
